8C.Public Art Sculpture Loan Recommendations.
1.Reviewed the sculptures recommended by the jurying panel along with the community
survey ratings and comments for each.
2.Voted to recommend one (1) sculpture for each of the five (5) pedestals to City Council for
their approval of a two-year loan to the City.

View Arts Center and recommended one (1) sculpture for the site to City Council for their
approval of a one-year loan to the City.

Chair Fox led the discussionregarding a review of theCommission for the Arts Annual Work PlanFY
2023-24outcomesand the draft ofpotentialitems for the Commission for the Arts Annual Work Plan
for FY2024-25that align with City Council priorities and the Cultural Arts Division Projects and
programswith contributionsfrom Arts Administrator Murphy.

4.Formed a Pacific View Public Art ad hoc committeeand appointed CommissionersFator,
Campbell,and Chair Foxto serve on the jury panel for a new site-specific temporary public art
installation.

Divisions work plan and CityCouncil priorities.
8E. Pacific View Arts Center
Arts Administrator Murphy reported that the Pacific View Arts CenterOpen Hours wereapproved by
City Councilandwill be open Tues., Wed.,Thurs., Sat.,& Sunfrom 10am-3pm and then expand to be
open until5pm. In mid-March, hours will extendto 8pmon Thursday evenings.After a year, there will
be an evaluation process withcommunity feedbackto assess needsfor future center hours.
9.INFORMATIONAL ITEMS
9A. Cultural Arts Division Report
Arts Supervisor Roberts provided an updateonArtNightwhich will be held on Saturday, March 9from
5:30-8:30pmand will includea majorprogrammingboostdue to abudgetincrease whichwill offer
more workshops,performers,and artists.Moonlight concerts are scheduled,and dates will be
announced soon. Lastly, she shared that the Music by the Sea programhas been a success and has
hadgreat attendance.

10.COMMISSION MEMBER INITITIATED AGENDAITEMS
10A. TheaterPad at Encinitas Ranch Town Center initiated by Commissioner Hebert.
Recommended Action: This item seeks agreement among thefull Arts Commission on the wording
of a letter to the City Council, as well as the agreement to have the chairman send the letter to
council on behalf of the commission once consensus on the letter is reached.
