1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Vice-Chair Hanwit, Commissioners Angel, Farley, Koblentz, and Martin.
Absent: None; there is one vacancy on the Commission.
Also Present: Recreation Services Manager Hamer, Recreation Center Manager Goodsell and
Management Analyst Fisher.
There being a quorum present, the meeting was in order.

4A. Amy Stuck, The Encinitas Village Movement
Amy Stuck presented to commissioners about the Encinitas Village Movement and how village models can
empower older adults to sustain independence through community-based solutions.
5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Renee Hanson, Adult Services Librarian, provided updates on the programs at the Encinitas Branch Library.

Chair Ling led the discussion regarding the FY 23/24 Annual Work Plan.

9. INFORMATIONAL ITEMS
9A. Senior Center Operations Report, Recreation Center Manager, Christie Goodsell
Manager Goodsell provided updates regarding Center operations and the Senior Nutrition Program.

Upcoming senior nutrition themes are a Birthday themed lunch on March 1 and a St. Day themed

lunch on March 15. There is also a St. Patricks themed social dance on Friday, March 15. She shared that

the City of Encinitas City Council will be reviewing commission applications at the February 21 meeting for
three Senior Citizen Commission positions. The Spring Explore Encinitas guide will be mailed out to

residents on March 2, with program registration opening March 4, and the City will be offering a new class
titled, Discover Your Career Path.
9B. Department Updates Recreation Services Manager, Margaret Hamer
Manager Hamer began her report by announcing that the next Music by the Sea concert will be held on

February 23 at the Encinitas Library. Tickets are $20 in advance or $25 at door. The California Parks and
Rec State Conference is February 27 March 1 and some City staff will attend for best practices and ideas.

Upcoming City events include Art Night Encinitas on March 9 and the Spring Egg Hunt on March 30. The
Public Art Sculpture survey is now closed, and the results will be reviewed by the Commission for the Arts.
Lastly, Manager Hamer announced that the lights are scheduled to be replaced at the Community Center in
March.
