2024-01-16 MINUTES OF THE ENCINITAS SENIOR CITIZENCOMMISSIONMEETING JANUARY 16, 2024, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 1. CALL TO ORDER Chair Ling called the meeting to order at 2:01 P.M. 2. ROLL CALL Present: Chair Ling, Vice-Chair Hanwit, Commissioners Farley, and Koblentz Absent: Commissioners Angel and Martin Also Present: Manager Hamer, Manager Goodsell and Management Analyst Jaimie Lewis There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION 4A. Israel Hernandez, Associate Director for Advocacy and Community Engagement, AARP CA, Livable Communities and Age-Friendly Network. Mr. Hernandez provided a PowerPoint presentation to the Commission sharing information regarding the Livable Communities and AARP Age-Friendly Network Program. He explained the process of joining the Age- Friendly Network, program benefits and grant opportunities. 4B. Renee Hanson, Adult Services Librarian and Diana Minuzzi, Branch Librarian, Encinitas Library. Librarians, Hanson and Minuzzi provided updates on the Encinitas Branch Library programs, services such as AARP Aid and the 24/7 Kiosk program, and sister branch partnerships. 5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 6. CHANGES TO THE AGENDA None 7.APPROVAL OF THE MINUTES 7A. Approval of the November 21, 2023, regular meeting minutes. ACTION VICE-CHAIR HANWIT MOVED APPROVAL OF THE NOVEMBER 21, 2023, REGULAR MEETING MINUTES, SECOND BY COMMISSIONER KOBLENTZ. MOTION CARRIED. AYES: LING, HANWIT, FARLEY, KOBLENTZ. NAYS: NONE. ABSTAIN: NONE. ABSENT: ANGEL, MARTIN. 8. ACTION ITEMS 8A. Senior Citizen Commission FY 23/24 Annual Work Plan Chair Ling led the discussion regarding the FY 23/24 Annual Work Plan. ACTION VICE-CHAIR HANWIT MOVED APPROVAL FOR THE SENIOR COMMISSION TO COMPOSE A LETTER TO THE CITY COUNCIL IN SUPPORT OF THE AARP AGE-FRIENDLY NETWORK 1 MINUTES OF THE ENCINITAS SENIOR CITIZENCOMMISSIONMEETING JANUARY 16, 2024, 2:00 P.M. ABSENT: ANGEL, MARTIN. 9. INFORMATIONAL ITEMS 9A. Senior Center Operations Report, Recreation Center Manager, Christie Goodsell Manager Goodsell provided updates regarding Center operations. She welcomed Elise Thorn to the PRCA Team as the new Extended Part-Time Senior Services Coordinator. Manager Goodsell shared about upcoming events such as the Winter Wonderland social dance on Friday, January 19, and Thats Amore, Senior Nutrition theme party on Wednesday, January 24. She shared that the City of Encinitas is accepting applications for appointment to the Senior Citizen Commission, noted the application deadlines and Senior Commissioner terms. 9B. Department Updates Recreation Services Manager, Margaret Hamer Manager Hamer shared that the department is recruiting for Arts and Recreation Instructors. Applications are available on the city website: www.encinitasca.gov/instructor. Recreation is also recruiting for two Recreation Coordinators: Seaside Day Camp Director and Customer Service. Manager Hamer provided an update on the enhanced department quarterly Recreation Activities Guide, Explore Encinitas and that the new branding, layout, and marketing outreach resulted in doubling enrollment and revenue in the 50+ category on the first day of Winter registration. Music by the Sea will be held on January 26 at the Encinitas Library. Tickets are $20 in advance or $25 at door. A new hosted event, Parents Night Out will be held on Valentines Day, February 14 from 6-8pm at the Community Center. Tickets are $20. Families can enjoy a night out while kids are supervised by staff. Art Night will be held on March 9 from 5:30-8:30pm with featured artists at City Hall, the Community Center and Library. Spring Egg Hunt will be held on Saturday, March 30 and Senior Commissioners are encouraged to attend and help at the event. Lastly, she informed commissioners to save the date for the Volunteer Appreciation Breakfast held on Tuesday, April 30. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None. 11.
