1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Vice-Chair Hanwit, Commissioners Farley, Koblentz, Martin, and Tobias (2:15)
Absent: Commissioner Angel.
Also Present: Manager Goodsell and Management Analyst Jaimie Lewis
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Nicole White, Special Events and Project Supervisor, City of Encinitas, Parks, Recreation and Cultural Arts
Department.
Special Events and Project Supervisor White introduced herself to the Commission. She provided an update
on the Encinitas Holiday Parade 2023, this years theme is Traditions of Encinitas and that the Grand
Marshall is Carolyn Cope. She also spoke about her background as it pertains to her new position.
4B. Rachel Lehnert, Caregiver Programs and Outreach Coordinator, Aging & Independence Services, County
of San Diego Health and Human Services Agency, CalFresh.
Outreach Coordinator Lehnert spoke to the Commission and provided an overview of CalFresh services,
programs, and resources that provide low-income families affordability and accessibility to nutritious food to
reduce food insecurity and improve overall health.

Chair Ling led the discussion regarding the FY 23/24 Annual Work Plan.

9.INFORMATIONAL ITEMS
9A. Senior Center Operations Report, Recreation Center Manager, Christie Goodsell
Manager Goodsell provided updates regarding Center operations. She shared about upcoming activities at the
Senior Nutrition Program such as the Thanksgiving Celebration Lunch on November 22, 2023, and the Ice-
Cream Birthday Celebration, December 1, 2023. She provided information about the upcoming Senior New
Years Eve Dance which will be held on December 31, 2023, from 2-4:30pm.
9B. Department Updates Recreation Center Manager, Christie Goodsell
Manager Goodsell shared that the Encinitas Historical Society in partnership with the City of Encinitas will hold

the 29 Annual Heritage Tree Lighting Ceremony, December 1, from 4-6pm in the Moonlight Beach Upper
Parking Lot. Admission and parking are free to the public along with an additional free shuttle service from
Cottonwood Creek Park. Lastly, she shared details about an upcoming holiday event, The Nutcracker
th
Production, which will be held on December 16 in the Encinitas Community and Senior Center Gym, with
performances at 1pm and 5pm.
