CITY OF ENCINITAS YOUTH COMMISSION
FEBRUARY 7, 2024, 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA
1. CALL TO ORDER
Chair Ca. Ballow called the meeting to order at 4:30 p.m.
2. ROLL CALL
Present: Chair Ca. Ballow, Vice-Chair Co. Ballow and Commissioners Charles,
Gonzalez, Kelley, Kessler, Ryan (arrived at 4:32) and Su (arrived at 4:32).
Also Present: Recreation Services Manager Hamer, Recreation Supervisor Camarena,
and Management Analyst Fisher.
Absent: Commissioner Leschensky.
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATIONS
4A. Zero Waste presentation by student representatives from Diegueño and Oakcrest
Middle Schools.
Student representatives presented on current initiatives at their respective schools to
reduce waste and promote recycling programs.
5. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF
Kelly McCormick, Public Health Educator with San Dieguito Alliance for Drug Free Youth,
spoke about the opportunity for High School students to apply for the Study Buddy
program.
Joanna Gorman, Outreach and Youth Services Librarian at Encinitas Library, spoke about
updates at the Encinitas Library related to youth programming.

Supervisor Camarena discussed the work plan items, and the commissioners provided
ad-hoc committee updates.
9. INFORMATIONAL ITEMS
9A. Department Updates Recreation Services Manager Hamer
Manager Hamer provided department updates and upcoming City events for members of
Out, and a Music by the Sea concert in February; and in March, City events include Art
Night and the Egg Hunt Festival. Anyone interested in learning more about the events are
encouraged to reach out to the department to learn how to attend or register. Manager
Hamer closed her report by discussing current recruitment in the Recreation division for
summer camp positions and recreation coordinators.
