2024-01-10 REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION JANUARY 10, 2024, 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 1.CALL TO ORDER Chair Carter Ballow called the meeting to order at 4:30 p.m. 2.ROLL CALL Present: Chair Ca. Ballow, Vice-Chair Co. Ballow and Commissioners Gonzalez, Kelley, Kessler, Leschensky, and Ryan. Also Present: Recreation Services Manager Hamer, Recreation Supervisor Camarena, and Management Analyst Lewis. Absent: Commissioners Charles and Su. There being a quorum present, the meeting was in order. 3.PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS 4A. Gracie Barra in Encinitas, Representatives, Matt Smith and Dave Dayan, Instructors and Professors of Black Belt. Professors Dave Dayan and Matt Smith presented an overview of the Gracie Barra Brazilian Jiu Jitsu program. The presentation highlighted the program history, description, class offerings, community outreach and physical and emotional benefits on youth. 5.ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF Kelly McCormick, Public Health Educator with San Dieguito Alliance for Drug Free Youth, spoke about drug use risks and an upcoming event, Forum Fentanyl at Torrey Pines High School on January 18, 2024, at 6pm. Joanna Gorman, Outreach and Youth Services Librarian at Encinitas Library, spoke about updates at the Encinitas Library related to youth programming such as Comic Illustration and 3 D Printing programs and Election Ballot drop-off site. 6.CHANGES TO THE AGENDA No changes to the posted agenda. 7.APPROVAL OF THE DECEMBER 6, 2023, YOUTH COMMISSION REGULAR MEETING MINUTES ACTION COMMISSIONER GONZALEZ MOVED APPROVAL OF THE DECEMBER 6, 2023, YOUTH COMMISSION REGULAR MEETING MINUTES, SECOND BY CHAIR CA. FY 23-24 Youth Commission Work Plan Preparation Supervisor Camarena discussed the work plan items, and the commissioners provided ad-hoc committee updates. 8B. FY23-24 Youth Commission Meeting Calendar. ACTION COMMISSIONER GONZALEZ MOVED APPROVAL OF THE FY 23-24 YOUTH COMMISSION MEETING CALENDAR DATE CHANGE TO APRIL 10, 2024, SECOND BY VICE CHAIR CO. Department Updates Recreation Services Manager Hamer Manager Hamer began her report by informing commissioners that the department is hiring Arts and Recreation Instructors. Applications are posted on the city website at www.encinitasca.gov/instructor. She requested commissioners to encourage anyone with a talent or skill to apply. She also reported that the department is hiring for two Recreation Coordinator positions: Seaside Day Camp Director and Customer Service Coordinator. Jobs Manager Hamer provided department updates that the Music by the Sea concert will be held on January 26 at the Encinitas Library. Tickets are $20 in advance, $25 at the door. There is an upcoming new event, , February 14, from 6-8pm., cost is $20. Parents can enjoy a night out while kids are supervised by city staff. Art Night will be on March 9at City Hall, the Community Center, and the Encinitas Library and volunteers are needed for that event. Spring Egg Hunt will be held on Saturday, March 30. She encouraged commissioners to come to that fun event. Lastly Manager Hamer, informed the commissioners that the Winter Guide due to efforts of enhancing awareness in the community. 10.
