2023-11-01 REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION NOVEMBER 01, 2023 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 1. CALL TO ORDER Vice-Chair Co. Ballow called the meeting to order at 4:33 p.m. 2. ROLL CALL Present: Vice-Chair Co. Ballow and Commissioners, Kelley, Kessler, Leschensky, Ryan, and Su. Also Present: Recreation Services Manager Hamer, Recreation Supervisor Camarena, Mobility Manager Buck, Management Analyst Fisher and Management Analyst Lewis. Absent: Chair Ca. Ballow and Commissioners Charles and Gonzalez. There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS None 5. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF Joanna Gorman spoke regarding the opportunity to volunteer as service learners at the Encinitas Library. 6. CHANGES TO THE AGENDA No changes to the posted agenda. 7. APPROVAL OF THE OCTOBER 4, 2023 YOUTH COMMISSION REGULAR MEETING MINUTES ACTION VICE-CHAIR CO. BALLOW MOVED APPROVAL OF THE OCTOBER 4, 2023 YOUTH COMMISSION REGULAR MEETING MINUTES, SECOND BY COMMISSIONER LESCHENSKY. MOTION CARRIED. AYES: CO. BALLOW, KELLEY, KESSLER, LESCHENSKY, RYAN, SU. NAYS: NONE. ABSTAINED: NONE. ABSENT: CA. BALLOW, CHARLES, GONZALEZ. 8. ACTION ITEMS 8A. FY 23-24 Youth Commission Work Plan Preparation Supervisor Camarena informed commissioners that City Council approved the 2023-24 work plan, while providing further direction for goal #2 about bike safety. Manager Buck presented current City initiatives and ongoing partnerships for advancing bike safety in Encinitas. Commissioners engaged with Manager Buck for more information and clarification about local procedures. Vice-Chair Co. Department Updates Recreation Services Manager Hamer Manager Hamer began her report by reminding commissioners about the 2023 Holiday nd Parade on December 2. Another upcoming event for those interested in volunteering is th Art Night on November 18. Lastly, the department implemented a new process for receiving applications from potential arts and recreation instructors. 10. COMMISSIONER MEMBER INITIATED AGENDA ITEMS None. 11.
