1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Vice-Chair Hanwit, Commissioners Angel, Farley, Koblentz, Martin, and Tobias.
Absent: None.
Also Present: Manager Hamer, Manager Goodsell, Program Assistant Jaimie Lewis and Senior
Management Analyst Gilliam.
There being a quorum present, the meeting was in order.

4A. Hilda Huambachano, MPH, Chief Health Promotions Officer, Choose Well San Diego, Helping Families
Find Distinguished Assisted Living Facilities.
Chief Health Promotions Officer Huambachano provided a Power Point presentation to the Commission and
spoke regarding resources available to find assisted living facilities.
4B. Diana Minuzzi, Branch Librarian, New Encinitas Branch Library programming services.
Branch Librarian Minuzzi spoke to the Commission and provided an overview of branch services including
digital books, magazines and newspapers as well tutoring services for youth.
5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Public speaker Barbara Murray spoke regarding hunger in Encinitas.

9.INFORMATIONAL ITEMS
9A. Senior Center Operations Report, Recreation Center Manager Christie Goodsell
Manager Goodsell provided updates regarding Center operations. She shared that the next Senior Social
Dance will be held on October 20, 2023 and that on November 6, 2023, there will be a County of San Diego
Community Input Session regarding behavioral health needs held at the Encinitas Library at 6:00pm.
9B. Department Updates Recreation Services Manager Margaret Hamer
Manager Hamer began her report by sharing that the Movie in the Park that was held on October 14 was a
success. She shared that the Cultural Arts Division will be holding their Dia de los Muertos event at the
Encinitas Library on October 27, Art Night will be held on November 18, and the Pacific View Art Center
survey is available on the Cultural Arts website. Manger Hamer shared that the theme for the Holiday Parade
is Traditions of Encinitas. She concluded by sharing that the new instructor onboarding process has been
simplified.
