1. CALL TO ORDER
Vice Chair Hanwit called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Vice-Chair Hanwit and Commissioners Angel, Farley, Koblentz, Martin, and Tobias.
Absent: Chair Ling.
Also Present: Manager Hamer, Recreation Supervisor Eustace, and Senior Management Analyst Gilliam.
There being a quorum present, the meeting was in order.

4A. Amy Eustace, City of Encinitas, Recreation Supervisor, Adult and Senior Services - Introduction
Supervisor Eustace introduced herself to the Commission and provided an overview of the programs and
services she oversees.
4B. Hilda Huambachano, MPH, Chief Health Promotions Offices, Choose Well San Diego, Helping Families
Find Distinguished Assisted Living Facilities.
Hilda Huambachano was absent.
5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Diana Minuzzi spoke about the Encinitas Library Discover & Go program and the COVID response.
Renee Hanson spoke about the Encinitas Library Discover & Go program and the COVID response.

9. INFORMATIONAL ITEMS
9A. Senior Center Operations Report, Recreation Center Manager Christie Goodsell
As Manager Goodsell was absent, Manager Hamer asked Supervisor Eustace to provide an update regarding
the Senior Dance and meal attendance. Supervisor Eustace provided an update regarding the most recent
dance and discussed the goal to have a sponsor for each event. Supervisor Eustace shared that there have
been an increasing number of participants for the nutrition program.
9B. Department Updates – Recreation Services Manager Margaret Hamer
Manager Hamer began her report by sharing that the Recreation Division is working on the final plans for the
Movie in the Park event that will be held on October 14. Staff has started planning for the winter recreation
guide. She shared that staff is looking for volunteers, specifically for walking or Center programs. Manger
Hamer shared that the theme for the Holiday Parade is “Traditions of Encinitas” and applications are being
accepted. Recent summer activities included the implementation of new programming fees and the Moonlight
Beach concert series. She shared that staff is also in the process of updating the athletic field allocation policy.
She concluded by thanking the Commissioners for volunteering at various City and community events.
