1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Vice-Chair Hanwit and Commissioners Angel, Farley, Koblentz and Martin.
Absent: Commissioner Tobias
Also Present: Manager Goodsell, Manager Hamer, and Management Analyst Fisher.
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. LaTanya J. Runnells, PH.D., Certified Mental Health Instructor / Program Manager, Mental Health First Aid
Program, Mental Health America of San Diego
Manager Runnells discussed the Mental Health First Aid program with a presentation focused on mental
health of older adults. The presentation provided an overview of mental health problems, symptoms, risk
factors, and resources.
5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Diana Minuzzi spoke about the Encinitas Library adding new team members for an Adult Services Librarian
and Outreach Librarian.
Renee Hanson introduced herself as the Encinitas Library Adult Services Librarian and spoke about upcoming
programs.
Joanna Gorman introduced herself as the Encinitas Library Outreach Librarian and spoke about promoting
senior programs in the community.

SECOND BY COMMISSIONER MARTIN. MOTION CARRIED. AYES: LING, HANWIT, ANGEL, FARLEY,
KOBLENTZ, MARTIN. NAYS: NONE. ABSTAIN: NONE. ABSENT: TOBIAS.

8B. Adult 50+ Programs and Activities Survey 2023
Commissioner Koblentz presented data visualizations of each survey question and discussed the results with
the Commission.
9.INFORMATIONAL ITEMS
9A. Senior Center Operations Report, Recreation Center Manager Christie Goodsell
Manager Goodsell provided updates regarding Center operations and the Senior Nutrition Program. She also
reported on the release of the Fall season guide and upcoming social dances. Lastly, she announced the
additions of a new Recreation Supervisor and Senior Nutrition Driver.
9B. Department Updates Recreation Services Manager Margaret Hamer
Manager Hamer began her report by sharing summer program registration statistics with the commission.
Recent summer activities included the implementation of new programming fees and the Moonlight Beach
concert series. Staff is also in the progress of updating the athletic field allocation policy. She concluded by
communicating upcoming department events.
