REGULAR MEETING MINUTES

TUESDAY, SEPTEMBER 27, 2022, at 4:30 p.m.
CALL TO ORDER/ROLL CALL
Vice Chair Cindy Jacob called the meeting to order at 4:30 p.m.
Directors Present: Vice Chair Cindy Jacob, Directors Jill Bankston (City Engineer), and
Travis Karlen (Director of Parks and Recreation)
Absent: Chair Richard Houk, Director Pamela Antil (City Manager)
Also Present: John McNair and Erik Johnson, JC Resorts; Tom Gallup (City
Assistant Director of Finance/City Treasurer), Kathy Hollywood
(Board Secretary), City of Encinitas, David Norgard (City Park
Operations Manager); Chris Calkins, Carltas; and Dick Stern,
Encinitas Ranch HOA

Joan Wapner spoke regarding the closure of the chipping area.
AGENDIZED BUSINESS ITEMS
1.Approval of the minutes of the August 30, 2022, Special Meeting. Contact Person:
Board Secretary Kathy Hollywood
Recommended Action: Approve the minutes.
BOARD ACTION:
Karlen moved, Bankston seconded to approve the minutes as presented.
Motion carried. Ayes: Bankston, Jacob, Karlen. Nays: None. Absent: Antil
and Houk. Abstain: None.
2.Review of ERGA Financial Summary of Revenues, Expenditures, and Capital
Reserves for August 2022. Contact Person: JC Resorts, John McNair
Recommended Action: Receive the report.
Mr. Johnson reviewed the financial summaries for August 2022 and responded to
questions from the Board.
The Board received the report.
3. Authorization to Negotiate a Management Contract with JC Resorts. Contact
Person: Board Member Karlen
Recommended Action: Appoint and authorize a subcommittee, in conjunction
with the City Attorney, to negotiate a five-year contract with two optional five-year
renewals with JC Resorts.
BOARD ACTION:
Bankston moved, Jacob seconded to authorize the RFP subcommittee (Chair
Houk, Board Member Karlen, and ex-officio ERGA members Chris Calkins
Caritas) and Dick Stern (Encinitas Ranch HOA)), in conjunction with the City
Attorney, to negotiate a five-year contract with two optional five-year
renewals with JC Resorts. Motion carried. Ayes: Bankston, Jacob, Karlen.
Nays: None. Absent: Antil and Houk. Abstain: None.
4. Encinitas Rounds and Rate Analysis 2022/23. Contact Person: JC Resorts, Erik
Johnson
Recommended Action: ERGA Board of Directors reviews and approves action
items to reduce rounds at the golf course to enhance turf quality for long-term
sustainability.
Mr. Johnson presented the analysis and reviewed recommendations to reduce
rounds to enhance turf quality for long-term sustainability.
BOARD ACTION:
Bankston moved, Karlen seconded to approve the following action items to
reduce play:
Add 2 more starter times per day
Eliminate Super Twilight Rate starting 11/5/22
Reduce pre -booking times to one foursome per hour and increase price
by $5 per person
Allow discount during aerification with additional starter times
Motion carried. Ayes: Bankston, Jacob, Karlen. Nays: None. Absent: Antil
and Houk. Abstain: None.
5. Report on incidents and accidents. Contact Person: JC Resorts, John McNair
Recommended Action: Receive the oral report.
Mr. Johnson reported that there were no incidents or accidents to report.
REPORTS FROM DIRECTORS AND/OR MANAGER REPORTS
Mr. McNair reported that the Encinitas Ranch PGA Jr. League team coached by John
Mason, PGA, won the 2022 PGA Jr. League Regional at Wailea Golf Club on Maui. They
are one of eight finalists from around the country and advance as TEAM CALIFORNIA to
the PGA Jr. League National Finals Championship to be held in Scottsdale, AZ on October
5-9, 2022, and will be televised on ESPN.
Mr. McNair also reported on Oktoberfest held last week, and on a meeting with Mike
Thornton and San Elijo Joint Powers Authority regarding the water tank and the water line
installation.
Board Member Karlen reported on the new independent contractor for golf instruction hired
through the Parks, Recreation & Cultural Arts Department.
