The City of Encinitas, a municipal corporation, is the owner of that certain public improvement
known as the El Portal Pedestrian and Bicycle Undercrossing Project (CS16F) that lies within
North County Transit District right of way.
The City's address is 505 South Vulcan Avenue, Encinitas, California 92024.
The general locations of said public improvements are located between North Coast Highway 101
and Vulcan Avenue at El Portal Street.
On August 14, 2020, a contract for the El Portal Pedestrian and Bicycle Undercrossing Project
was awarded to Granite Construction Company, 5860 El Camino Real #200 Carlsbad, CA 92008
Work under said contract was substantially completed on or about August 14, 2022, to the
satisfaction of the City of Encinitas and was accepted by the City in May 2023.
