Dear Council, I googled impact of a car hitting a pedestrian at 30mph. As you can see the damage to the car is extensive, now imagine the injury or possible death to a pedestrian walking along La Costa and getting struck by a car. Now imagine a car traveling 40-50mph on La Costa and hitting a pedestrian or cyclist. It would most likely result in a fatality. We need a raised pedestrian sidewalk to protect us from cars and bikes/e-bikes too. (And while you’re at it, please consider lowering the speed limit and adding traffic calming devices). Dear Mayor Kranz, Council, and City departments, Today (Saturday) my husband and I walked our dog on La Costa Av heading to the 101 for breakfast. Several times we noticed not only drivers running the stop sign at Vulcan, speeding, but even more unsettling are the drivers that were looking at what we presume was their phone while increasing speed and hugging the bends into the Bike Lane. Luckily we have become increasingly aware that we have to pay attention walking on La Costa in case we need to jump out of the way of the car. Is this what pedestrian on Santa Fe, Birmingham, Leucadia Blvd, Encinitas Av need to do? The answer is “No” because they all have a raised sidewalks! Please approve the budget for a raised sidewalk on La Costa Av so that we are privy to the same Safety benefits. My wife and I have written to all of you over many years regarding the ever-worsening safety situation along La Costa Ave. (LCA) between the I-5 and the 101. As daily pedestrians and residents living in a small cul-de-sac off of LCA, we are in desperate need of a south-side sidewalk AND additional traffic calming investments -- simply put, the electronic speed monitoring devices are ignored by many drivers. We implore you to dedicate in your '23-'24 budget the resources necessary to install a south-side concrete sidewalk (like all of the City's other major east/west roads) and speed cushions and approve the reduction of the speed limit from 35 to 30 mph. After so many years, we now have high hopes that the City will finally make the necessary safety investments to complement the various major high-density housing/hotel developments you have approved in this very small corner of Leucadia! Hello all. As many neighbors (and my husband and I) have said/written for decades now, LCA must be made safer for everybody! This is most especially true for pedestrians and bicyclists who do not have the luxury of metal protecting them, only the ever-rising anxiety of actually trying to move on LCA safely, avoiding speeding and distracted drivers. This is a repeat of so many messages we all have sent, but, PLEASE, the time is now (before serious accidents) to pay attention to LCA! This is about life- changing or life-ending events for your residents (never mind the litigious activities which would make your budgetary matters much worse). NOW you can make LCA safer: put in safety cushions and lower the speed limit to 25 mph or 30 mph and in the very near future, start planning for a real sidewalk! I just met new neighbors with teenagers who I'm sure look forward to walking to the beach from their new home, but if I were their mother, I'd have a hard time allowing that. We have owned our home at the above address for nearly 26 years. We are very active people who walk and cycle La Costa to Highway 101. Now that fencing has been placed along the railroad tracks to prevent pedestrian crossing, it has forced us to walk via La Costa to go to Leucadia businesses or the beach, which is much more dangerous than accessing them via less-traveled streets and then crossing the railroad tracks. In order to increase safety, a raised sidewalk is imperative on the south side of La Costa— the only side with room for one. I prefer to walk opposite traffic so I can see if cars cross into the bike lane and might hit me in the pedestrian lane. The lanes are narrow on La Costa, and people often cross into the bike and pedestrian lanes! It’s very dangerous! My understanding is La Costa Avenue is the only main beach-access street west of I-5 in Encinitas without a sidewalk. We desperately need one as well as more enforcement of the 35-mph speed limits which are exceeded very often and provide additional danger. We urge you to prioritize public safety in regard to this matter as you’re assessing the city budget. This item may cost more than the $311K being allocated. I would like to suggest that not only you approve this amount, but more in fact. Perhaps you can do some fishing for additional monies from either the unspent “Quick Start” bucket of funds or past year unspent CIP dollars in order to get this project built as fast as possible, in 2023. This long overdue missing sidewalk needs full funding. The residents in Leucadia lives have been at severe risk walking in the street with speeding cars and no sidewalk for too long. All the new development projects fuel the urgent need for this sidewalk yet further. Thank you for approving this key public safety infrastructure improvement. Just wanted to follow up on my email (below) regarding the FTE Mobility Manager position and why it is listed in the Parks and Rec Dept. Any information you can provide me is appreciated. I also want to inquire about the FY 2023-24 Annual Overlay and Slurry list that is on the Consent Calendar for tonight's council meeting (8-J). I noticed that some sections of Glen Arbor and N. Willowspring are scheduled for Slurry Seal. When that is done, is the travel lane going to be narrowed to 10 feet? I believe it is city policy to only change striping when either a Slurry Seal or Overlay is done. I hope the travel lanes will be narrowed and the bike lane either is widened or gets a buffer. I believe it is a needed position for sure and long overdue. I hope it is approved and implemented. The question I have is why is the position under the Park Rec Arts department? Seems like a better fit for Development Services and Engineering. Wherever the position is located on an organizational chart it has to be able to work across "silos" and all departments. Thanks.
