Tuesday, April 27, 2021 at 4:30 p.m.
Because of the COVID-19 Pandemic, this meeting was conducted utilizing teleconferencing
and electronic means consistent with State of California Executive Orders.
CALL TO ORDER/ROLL CALL
Vice Chair Jacob called the meeting to order at 4:32 p.m.
Directors Present: Vice Chair Cindy Jacob, Jennifer Campbell (Director of Parks and
Recreation), and Ed Wimmer (City Engineer)
Absent: Chair Richard Houk and Director Pamela Antil (City Manager)
Also Present: John McNair, JC Resorts; Teresa McBroome (City Director of
Finance/City Treasurer), Kathy Hollywood (Board Secretary), City of
Encinitas; and Chris Calkins, Carltas;

1. Approval of the minutes of the March 23, 2021 Regular Meeting. Contact Person: Board

RECOMMENDED ACTION: Approve the minutes.
BOARD ACTION:
Wimmer moved, Campbell seconded to approve the minutes as presented. Motion
carried. Ayes: Campbell, Jacob, Wimmer. Nays: None. Absent: Antil, Houk. Abstain:
None.
2. Review of ERGA Financial Summary of Revenues, Expenditures, and Capital Reserves for
March 2021. Contact Person: JC Resorts, John McNair
RECOMMENDED ACTION: Receive the report.
Mr. McNair reviewed the financial summaries for March 2021 and responded to a question
regarding fence repairs.
The Board received the report.
3. Encinitas Ranch Golf Course Amended Budget for Fiscal Year 2020-21. Contact Person: JC
Resorts, John McNair
RECOMMENDED ACTION: Approve the Amended Budget for Fiscal Year 2020-21.

Mr. McNair presented the staff report and provided an overview of the amended budget.
BOARD ACTION:
Campbell moved, Wimmer seconded to approve the Amended Budget for Fiscal Year
2020-21 as presented. Motion carried. Ayes: Campbell, Jacob, Wimmer. Nays: None.
Absent: Antil, Houk. Abstain: None.
4. Report on incidents and accidents. Contact Person: JC Resorts, John McNair
RECOMMENDED ACTION. Receive the oral report.
Mr. McNair reported on increased vandalism at the golf course including graffiti and damage
to trees and the greens.
REPORTS FROM DIRECTORS AND/OR MANAGER REPORTS
Director Campbell reported on the status of the golf course management RFP.
