1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Commissioners Hanwit, Angel, Martin, Tobias, and Koblentz.
Absent: Commissioner Farley
Also Present: Manager Goodsell, Manager Hamer, Recreation Coordinator Little-Parhar, and
Management Analyst Gilliam.
There being a quorum present, the meeting was in order.

4A. Jana Schwartz, AIS, County of SD Health & Human Services, Outreach Specialist, Transportation Equity
& Livable Community Specialist and Melissa Hernandez, AIS, County of SD Health & Human Services,
Community Health Specialist, Age Well.
Jana and Melissa provide a PowerPoint presentation to the Commission sharing information regarding Age
Well San Diego and identified opportunities to get involved.
4B. Erin Clements, St. Paul’s PACE Program of All-Inclusive Care for the Elderly.
Erin spoke to the Commission regarding the services that St. Paul’s PACE offers.
5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Diana Minuzzi spoke to Encinitas Library programs.
6. CHANGES TO THE AGENDA
Agenda Item 4C was postponed to a future meeting.

Chair Ling led the discussion regarding the FY 23/24 Annual Work Plan

8B Senior of the Year/Lifetime Achievement Award Program
Commissioner Angel led the discussion and provided updates regarding the Senior of the Year/Lifetime
Achievement Award Program.
ACTION
COMMISSIONER ANGEL MOVED APPROVAL OF THE AD HOC COMMITTEE’S RECOMMENDATION
OF SUSAN HAYS FOR THE SENIOR OF THE YEAR AND OF DANNY SALZHANDLER FOR THE
LIFETIME ACHEIVEMENT AWARD SECONDED BY COMMISSIONER HANWIT. MOTION CARRIED.
AYES: ANGEL, MARTIN, TOBIAS, HANWIT, KOBLENTZ, LING. NAYS: NONE. ABSENT: FARLEY.
9. INFORMATIONAL ITEMS
9A. Nutrition Report - Recreation Coordinator Jacklyn Little-Parhar
Coordinator Little-Parhar provided updates on Senior Center nutrition report, programs, volunteers, and
services.
9B. Senior Center Operations Report, Recreation Center Manager Christie Goodsell
Manager Goodsell provided updates regarding Center operations. She shared that the Zero Waste Fair is
taking place on Saturday, June 25 at EUSD Farm Lab; Art Night is held on Saturday, June 3; the next monthly
social dance is taking place on April 21.
9C. Department Updates – Recreation Services Manager Margaret Hamer
Manager Hamer shared that Arbor Day will take place at Leucadia Oaks Park on Saturday, April 22. She
shared that the State of the City will be held on Thursday, April 27 from 5:30pm – 9:00pm at the Community
and Senior Center and the Movie in the Park event takes place on Saturday, May 13, 2023 at Glen Park.
