1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Vice Chair Angel, Commissioners Hanwit, Koblentz, and Martin.
Absent: Commissioners Farley and Tobias
Also Present: Manager Goodsell and Management Analyst Gilliam.
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Andrew Maynard, City of Encinitas Principal Planner, Development Services Department, Permit Process.
Andrew addressed the Commission and showed a PowerPoint presentation regarding the permit process for
property improvements.
5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Erin Clements spoke to St. Paul’s Senior Service and PACE program.
John Franklin spoke to fear in seniors.
Amy Stuck spoke to Village Network, aging in place.
Ken Weinzetl spoke to permit for small maintenance.

7. APPROVAL OF THE MINUTES
7A. Approval of the January 17, 2023 regular meeting minutes.
ACTION
COMMISSIONER ANGEL MOVED APPROVAL OF THE JANUARY 17, 2023 REGULAR MEETING
MINUTES, SECOND BY COMMISSIONER HANWITT. MOTION CARRIED. AYES: ANGEL, HANWIT,
KOBLENTZ, LING, MARTIN. NAYS: NONE. ABSENT: FARLEY AND TOBIAS.
8. ACTION ITEMS
8A. Senior Citizen Commission Annual Work Plan Review.
Chair Ling led the discussion regarding the FY2022/23 Senior Citizen Commission Work Plan. The
Commissioners held discussions regarding various workplan items and outcomes. They also held discussions
regarding potential items for the FY2023/24 Work Plan.
8B. Appoint a Commissioner to serve on the Community Grant Program Evaluation Panel.
Commissioner Hanwit nominated Commissioner Ling. Commissioner Ling accepted. There being no other
nominations, Commissioner Ling was appointed to serve as on the Community Grant Program Evaluation
Panel.

9. INFORMATIONAL ITEMS
9A. Recreation Center Manager Goodsell, Senior Center Operations Report and Department Updates
Recreation Center Manager Goodsell provided updates on Senior Center programs, events, and services. She
requested that the Commissioners promote the Tech Help Day for Seniors at the Senior Expo. She also
shared that registration for Spring activities and Summer camps opens on March 6 at 8:00am.
