1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Vice Chair Angel, Commissioners Hanwit, Koblentz, Farley and Martin, and
Tobias.
Absent: None
Also Present: Manager Goodsell, Recreation Services Manager Stayton and Management Analyst
Gilliam.
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Welcome new Senior Citizen Commissioner, Peter Tobias
Chair Ling introduced Commissioner Tobias to the Commission and Commissioner Tobias provided a brief
personal history to the Commission.
4B. Dr. Yourman, San Diego County HHSA, Medical Care Services, Chief Geriatric Officer – Covid-19.
Dr. John “JD” Malone, MD, Infectious Diseases Physician, Epidemiology and Immunization Services Branch,
County of San Diego HHSA, presented on Dr. Yourman’s behalf. Dr Malone addressed the Commission
regarding the importance of the senior community to get the Covid Bivalent vaccine, the high dose flu
vaccination, and encouraged use of the rapid Covid tests when not feeling well.
5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Joan Wapner spoke regarding the sound at the Senior Center Wednesday Rotary dances.
Diana Minuzzi spoke regarding community programs at the Encinitas Community Library.
Christie Kramer LeVander spoke regarding free monthly Senior Living education series.

MINUTES, SECOND BY COMMISSIONER HANWITT. MOTION CARRIED. AYES: ANGEL, FARLEY,
HANWIT, KOBLENTZ, LING, MARTIN. NAYS: NONE. ABSTAIN: TOBIAS.

8A. Senior Citizen Commission Annual Work Plan Review.
Chair Ling led the discussion regarding the FY2022/23 Senior Citizen Commission Work Plan. The
Commissioners held discussions regarding various workplan items.
9. INFORMATIONAL ITEMS
9A. Recreation Center Manager Goodsell, Senior Center Operations Report and Department Updates
Recreation Center Manager Goodsell provided updates on Senior Center programs, events, services, grants.
She reminded the Commissioners that next meeting they will be voting to appoint a Commissioner to serve on
the Community Grant evaluation panel.
9B. Recreation Services Manager Stayton, Department Updates
Manager Stayton shared that a new Arts Supervisor joined the Arts Division, and that the registration for
Spring activities and Summer camps opens on March 6 at 8:00am.
