AGENDIZED BUSINESS ITEMS Vice Chair Jacob announced that Item 3 would be taken out of order and heard first. 3. Joint use agreement between San Dieguito Water District (SDWD) and Encinitas Ranch Golf Authority (ERGA) authorizing and permitting power connection for ERGA to SDWD power source connection box (power source) and allowing SDWD security camera placement on ERGA assets. Contact Person: SDWD Operations Manager Gonzalez/JC Resorts, John McNair RECOMMENDED ACTION: Authorize Encinitas Ranch Golf Authority Chairman to execute an agreement with the San Dieguito Water District General Manager, permitting ERGA connection to the power source at the Jointly used Encinitas Ranch Reservoir site to power ERGA's mobile structures. In return allowing SDWD's mounted security camera on ERGA's driving range safety net poles, for the purpose of securely monitoring the entrances to SDWD reservoir. Mr. McNair and SDWD Operations Manager Gonzalez presented the staff report and responded to questions from the Board. Contact Person: JC Resorts, Erik Johnson Recommended Action: Receive the report. Mr. Johnson and Mr. McNair reviewed the financial summaries for September and October 2022 and responded to questions from the Board. The Board received the report. 4. Encinitas Ranch Golf Authority Award of Golf Course Management Agreement and approval of the Lease and Concession Agreement for the Encinitas Ranch Snack Bar Facility. Contact Person: Board Member Karlen RECOMMENDED ACTION: 1) Authorize the ERGA Board Chairman to execute a five-year and six-month agreement with two five-year renewal options between ERGA and JC Resorts in conjunction with the City Attorney in substantial form, for management of the Encinitas Ranch Golf Course; and 2) Authorize the ERGA Board Chairman to execute an agreement between ERGA and JC Resorts in conjunction with the City Attorney in substantial form, that will run concurrent with the term referenced in the management agreement for the lease and operation of the Encinitas Ranch Snack Bar Facility. Board Member Karlen reviewed the proposed agreements with JC Resorts for Golf Course Management and the lease and operation of the Encinitas Ranch Snack Bar facility. Contact Person: JC Resorts, Erik Johnson and John McNair RECOMMENDED ACTION: ERGA Board of Directors approves proposed changes to the FY 2022/23 Capital Budget. The recommended changes allow for needed improvements to the turf quality around the greens complexes to enhance the guest's experience. Lower priority projects have been removed from the 2022/23 Capital Budget and will be reintroduced in future Capital Budgets. After discussion regarding removing this item from the agenda, Mr. McNair recommended moving forward with the recommended action with the removal of Capital Project Numbers 7-23 and 9-23. BOARD ACTION: Antil moved, Bankston seconded to approve proposed changes to the FY 2022/23 Capital Budget with the removal of Capital Project Numbers 7-23 and 9-23. Motion carried. Contact Person: JC Resorts, Erik Johnson RECOMMENDED ACTION: Receive the oral report. Mr. McNair reported on the following honors and recognitions regarding the Golf Course: The Encinitas Ranch PGA Jr. League team came in second place at the PGA Jr. League National Final Championship. The golf shop at Encinitas Ranch was awarded the 2022 Southern California PGA Merchandiser of the Year, Public Award. Encinitas Ranch Golf Course was named the National Golf Course Owners Association's West Region, Course of the Year and is one of four regions to be considered for the National Course of the Year award to be selected in January.
