1. CALL TO ORDER
Chair Ruppert called the meeting to order at 4:34 P.M.
2. ROLL CALL
Present: Chair Ruppert, Vice-Chair Gonzalez and Commissioners Ca. Ballow, Co. Ballow,
Junus, Leschensky, Su and Viemeister.
Also Present: Recreation Services Manager Stayton, Recreation Supervisor Anderson,
and Management Analyst Fisher.
Absent: Commissioner Rohatgi.

5. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF
April Smith from the Encinitas Library spoke to the commission about volunteer
opportunities for teens and current programming at the library.

8A. FY 22-23 Youth Commission Work Plan
Commissioners reviewed the Youth Commission Work Plan goals and discussed Ad-hoc
Committee reports and updates.
8B. 2023 Community Grant Program Evaluation Panel
Chair Ruppert opened the floor for nominations to the community grant program
evaluation panel. Commissioner Leschensky and Commissioner Viemeister nominated
themselves. There being no other nominations, Chair Ruppert called for a vote. The
commissioners voted 6-2 to appoint Commissioner Viemeister to the evaluation panel.

9. INFORMATIONAL ITEMS
9A. Department Updates Recreation Services Manager Stayton
Manager Stayton began by sharing news of a new Arts Supervisor in the department
named Jessica Roberts. She will be an addition to the Arts Division. The Recreation
Division is currently finalizing the Spring and Summer Camp program guides, with an
th
anticipated date of March 6 for registration. Recent events, Cyclovia and the Senior
Other City updates include Stonesteps beach access being temporarily closed due to
structural damage. Repairs to the stairway access will be performed as soon as
possible. Lastly, Manager Stayton shared a volunteer opportunity for interested
commissioners to assist with the senior nutrition program at the community center.

11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS
Commissioner Su and Commissioner Ca. Ballow motioned to add the Youth Commission
Mission Statement to the next regular meeting agenda as an action item.
