1. CALL TO ORDER
Chair Ling called the meeting to order at 2:02 P.M.
2. ROLL CALL
Present: Chair Ling, Commissioners Hanwit, Koblentz, and Martin, and there is one vacancy.
Absent: Vice-Chair Angel and Commissioner Farley
Also Present: Manager Goodsell and Management Analyst Gilliam.
There being a quorum present, the meeting was in order.

4A. Santiago Cullingford, Community Educator for Southern Caregiver Resource Center, Understanding
Alzheimer’s and Dementia
Santiago Cullingford spoke to the Commission and shared a PowerPoint presentation discussing healthy brain
aging vs unhealthy brain aging and the difficulties of dementia. Southern Caregiver Resource Center offers
free supportive services for family caregivers

COMMISSIONER HANWIT MOVED APPROVAL OF THE OCTOBER 18, 2022 REGULAR MEETING
MINUTES, SECOND BY COMMISSIONER KOBLENTZ. MOTION CARRIED (4-0). AYES: HANWIT,
KOBLENTZ, LING, MARTIN. NAYS: NONE. ABSENT: ANGEL AND FARLEY. THERE IS ONE
VACANCY.
8. ACTION ITEMS
8A. Senior Citizen Commission Annual Work Plan Review.
Chair Ling led the discussion regarding the FY2022/23 Senior Citizen Commission Work Plan. The
Commissioners held discussions regarding various workplan items.
9. INFORMATIONAL ITEMS
9A. Recreation Center Manager Goodsell, Senior Center Operations Report and Department Updates
Recreation Center Manager Goodsell provided updates for the department, Senior Center programs and
services, and the Nutrition Program. She shared that the New Year’s Eve Dance tickets went on sale

beginning October 21, 2022, the next Art Night will be held on November 19 at 5:30pm, and the Encinitas
Holiday Parade will be held on December 3 from 5:30pm to approximately 7:30pm. Staff is working on the
Winter Recreation Guide and registration opens at 8:00am on December 5, 2022. Manager Goodsell shared
that Recreation Supervisor Vicki Rubenstein retired after serving the City for over 31 years. She shared that
the Senior Commission has a vacancy as Commissioner Lorri Greene resigned. One application has been
received and City Council is expected to fill that vacancy at either the December 14 or December 21, 2022
Council meeting.
