2022-10-18 MINUTES OF THE ENCINITAS SENIOR CITIZENCOMMISSIONMEETING OCTOBER 18, 2022, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 1. CALL TO ORDER Chair Ling called the meeting to order at 2:01 P.M. 2. ROLL CALL Present: Chair Ling, Vice-Chair Angel, and Commissioners Farley, Hanwit, Koblentz, and Martin. Absent: Commissioner Greene Also Present: Recreation Services Manager Stayton, Recreation Supervisor Calkins, Senior Management Analyst Lisenbee and Management Analyst Fisher. There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION 4A. American Medical Response, Don Sullivan, Clinical Education Manger/Paramedic and Paul Maxwell Clinical Education Specialist/Paramedic – POLST Robert Ivory spoke on behalf of American Medical Response in replacement of Don Sullivan and Paul Maxwell. The presentation discussed the benefits of Physician Order for Life Sustaining Treatment (POLST) versus Do Not Resuscitate (DNR) for treatment in a pre-hospital setting. 5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF Diana Minuzzi from the Encinitas Library gave commissioners a brief update on the current events and workshops at the library, including ballot drop-off information and ongoing workshops. 6. CHANGES TO THE AGENDA None 7. APPROVAL OF THE MINUTES 7A. Approval of the September 20, 2022 regular meeting minutes. ACTION COMMISSIONER HANWIT MOVED APPROVAL OF THE SEPTEMBER 20, 2022 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER FARLEY. MOTION CARRIED (6-0). AYES: ANGEL, HANWIT, FARLEY, KOBLENTZ, LING, MARTIN. NAYS: NONE. ABSENT: GREENE. 8. ACTION ITEMS 8A. Senior Citizen Commission Annual Work Plan Review. Chair Ling led the discussion regarding the FY2022/23 Senior Citizen Commission Work Plan. The Commissioners held discussions regarding various workplan items. 9. INFORMATIONAL ITEMS 9A. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 Supervisor Calkins provided updates on the Senior Nutrition Program and monthly statistics for September. He also shared news of upcoming events and themes associated with the Senior Center and the st City. Tickets for the Senior New Year’s Dance are available starting October 21. 9B. Recreation Services Manager Stayton, Department Updates Manager Stayton provided further details about City events, and in particular, the volunteer opportunities thth for Commissioners for Día de los Muertos on October 27 and October 29. She also shared information rd about how Commissioners can register and be in the annual Holiday Parade on December 3. Lastly, staffis th working to finalize the winter season recreation guide and intend to open registration on December 5. 9C. Introduction of Senior Management Analyst David Lisenbee A brief introduction to the Commission of the new Senior Management Analyst for the department’s Administrative division. 10.
