1. CALL TO ORDER
Chair Ling called the meeting to order at 2:02 P.M.
2. ROLL CALL
Present: Chair Ling, Vice-Chair Angel, and Commissioners Farley, Hanwit (2:25), Koblentz, and
Martin. There is one vacancy.
Absent: None
Also Present: Recreation Center Manager Goodsell and Management Analyst Gilliam.
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Charlotte Fan, Director, North County Service Center, Meals on Wheels
Director Fan shared information with the Commission regarding the vision and mission of Meals on Wheels.
She provided an overview of the services the organization offers.

7. APPROVAL OF THE MINUTES
Approval of the August 16, 2022 regular meeting minutes.

COMMISSIONER ANGEL MOVED APPROVAL OF THE AUGUST 16, 2022 REGULAR MEETING
MINUTES, SECOND BY COMMISSIONER HANWIT. MOTION CARRIED (6-0). AYES: ANGEL,
HANWIT, FARLEY, KOBLENTZ, LING, MARTIN. NAYS: NONE. ABSENT: ONE (COMMISSIONER
HANWIT WAS ABSENT)
8. ACTION ITEMS
8A. Senior Citizen Commission Annual Work Plan Review.
Chair Ling led the discussion regarding the FY2022/23 Senior Citizen Commission Work Plan. The
Commissioners held discussions regarding various workplan items.
9. INFORMATIONAL ITEMS
9A. Senior Center Operations Report and Department Updates.
Recreation Center Manager Goodsell provided updates for the department, Senior Center programs and
services, and the Nutrition Program. She reported the Encinitas Library registered and distributed
Chromebooks and hot spots from the Encinitas Community and Senior Center. There were two staff trainings
held at the Encinitas Community and Senior Center. One training was on emergency preparedness and the
other gave instruction on how to use a communication device. Manager Goodsell also shared that there will be
a second AED unit placed near the front counter of the Community Center by the front counter near the gym
th
entrance. “The Bad Guys” will be shown at Cottonwood Creek Park on Saturday, October 15 at dusk.
