1. CALL TO ORDER
Chair Ling called the meeting to order at 2:00 P.M.
2. ROLL CALL
Present: Chair Ling, Vice-Chair Angel, and Commissioners Farley, Hanwit, Koblentz, and Martin
Absent: Kramer-Levander
Also Present: Recreation Center Manager Goodsell, Recreation Services Manager Stayton, and
Management Analyst Gilliam.
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
Bob Molinaro, Senior Volunteer Patrol Administrator.
Administrator Molinaro addressed the Commission and provided an overview of the services the Volunteer
Patrol provides to the Sheriff’s Department as well as to the community. He also shared how to become a
Senior Volunteer Patrol person.

7. APPROVAL OF THE MINUTES
Approval of the April 19, 2022 regular meeting minutes.

MINUTES, SECOND BY COMMISSIONER HANWIT. MOTION CARRIED. AYES: ANGEL, HANWIT,
FARLEY, KOBLENTZ, LING. NAYS: NONE. ABSENT: KRAMER-LEVANDER. ABSTAIN: MARTIN
8. ACTION ITEMS
8A. Senior Citizen Commission Annual Work Plan Review.
Chair Ling led the discussion regarding the FY2022/23 Senior Citizen Commission Work Plan. Manger
Goodsell informed the Commission that the FY22/23 Annual Work Plan will be presented to City Council on

June 15. Vice Chair Angel will attend the meeting to answer any questions Council may have regarding the
Work Plan as Chair Ling will be out of town.
8B. Recommendation of a shade structure at the Encinitas Community and Senior Center
Chair Ling provided an update regarding the shade structure.
ACTION
COMMISSIONER HANWIT MOVED APPROVAL OF THE RECOMMENDATION TO PURCHASE THE
GREAT WESTERN RECREATION SHADE STRUCTURE OVER THE OUTDOOR FITNESS EQUIPMENT
AT THE ENCINITAS COMMUNITY AND SENIOR CENTER, SECOND BY COMMISSIONER FARLEY.
MOTION CARRIED. AYES: ANGEL, HANWIT, FARLEY, KOBLENTZ, LING, AND MARTIN. NAYS:
NONE. ABSENT: KRAMER-LEVANDER.

9. INFORMATIONAL ITEMS
9A. Senior Center Operations Report and Department Updates.
Recreation Center Manager Goodsell provided updates for the department, Senior Center programs and
services, and the Nutrition Program. She shared that the Summer Recreation Guide was mailed to Encinitas

residents and registration opened yesterday, on May 16, 2022. The 7AnnualZero Waste Fair is being held in
th
partnership with I Love a Clean San Diego on June 25 from 10am-1pm at the EUSD Farm Lab. The Summer

Concert Series at Moonlight Beach begins on July 10 featuring Gypsy Dreams and Mark Easterday will be
thrd
performing on July 24.The next Art Night will be held on July 23from 5:30pm-8:30pm.
Recreation Services Manager Stayton shared that the Community Grant Program will be awarded on June

15. She also shared that the Movie Night was held at Glen Park on May 14. The movie Encanto was shown,
and positive feedback was received from members of the community. The next movie will be shown at
Cottonwood Creek Park in the fall. She shared that the Arts and Economic Prosperity Survey is being
conducted at Arts and Recreation programming throughout the City to gather results that are compiled to
understand the economic impact that events have on the businesses in the surrounding area.
