2022-09-07 REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION SEPTEMBER 7, 2022 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 1. CALL TO ORDER Recreation Supervisor Anderson called the meeting to order at 4:31 P.M. 2. ROLL CALL Present: Commissioners Carter Ballow, Colin Ballow, Gonzalez, Junus, Leschensky (4:32), Rohatgi, Ruppert, Su and Viemeister. Also Present: Recreation Services Manager Stayton, Recreation Supervisor Anderson, and Management Analyst Fisher. Absent: None. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS None 5. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF Kelly McCormick spoke to the commission about volunteer opportunities with San Dieguito Alliance such as the Study Buddy and Teen Presenters programs. April Smith spoke to the commission about the Encinitas Library and promoting youth programming at the library. 6. CHANGES TO THE AGENDA None 7. APPROVAL OF THE JUNE 20, 2022 YOUTH COMMISSION SPECIAL MEETING MINUTES ACTION COMMISSIONER RUPPERT MOVED APPROVAL OF THE JUNE 20, 2022 YOUTH COMMISSION SPECIAL MEETING MINUTES, SECOND BY COMMISSIONER GONZALEZ, AND THE MOTION CARRIED 9-0. 8. APPROVAL OF THE AUGUST 24, 2022 YOUTH COMMISSION ORIENTATION WORKSHOP MINUTES ACTION COMMISSIONER RUPPERT MOVED APPROVAL OF THE AUGUST 24, 2022 YOUTH COMMISSION ORIENTATION WORKSHOP MINUTES, SECOND BY COMMISSIONER LESCHENSKY, AND THE MOTION CARRIED 9-0. 9. ACTION ITEMS 9A. Youth Commission Chair and Vice-Chair Recreation Supervisor Anderson opened the floor for nominations for Chair. Commissioner Ruppert nominated themself. Commissioner Gonzalez nominated - 1 - REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION SEPTEMBER 7, 2022 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA themself. There being no other nominations, Recreation Supervisor Anderson called for the vote. The Commissioners voted 5-4 to appoint Commissioner Ruppert as Chair. Recreation Supervisor Anderson opened the floor for nominations for Vice-Chair. Commissioner Gonzalez nominated themself. Commissioners Su nominated themself. There being no other nominations, Recreation Supervisor Anderson called for the vote. The Commissioners voted 6-3 to appoint Commissioner Gonzalez as Vice-Chair. 9B. FY 22-23 Youth Commission Work Plan Preparation Recreation Supervisor Anderson led the commissioners through potential work plan initiatives, and the commissioners chose ad-hoc committees in which they would like to serve. 9C. FY 22-23 Youth Commission Meeting Calendar ACTION COMMISSIONER RUPPERT MOVED APPROVAL OF THE FISCAL YEAR 22-23 YOUTH COMMISSION MEETING CALENDAR, SECOND BY COMMISSIONER LESCHENSKY, AND THE MOTION CARRIED 9-0. 10. INFORMATIONAL ITEMS 10A. Department Updates Recreation Services Manager Stayton Manager Stayton provided department updates about Fall recreation programming and positive registrations thus far. The recreation guide is virtual and can be found online. She shared upcoming city events that staff is in the process of planning such as Día de los Muertos on October 29th at the Community Center and Movie in the Park on October 15th at Cottonwood Creek Park. 11.
