Unless previously constructed, the applicant shall be responsible for the construction of full width private road improvements along the entire property frontage to Berryman Canyon Road including a 24 feet wide paved AC road and adequately sized otormweber treatment facilities to collect and treat all runoff generated by the paving. 4.The applicant shall provide an adequate stormdrain system to collect and route the runoff generated on the road to the creek 5. There is currently several other subdivisions in process along this corridor of Berryman Canyon Rood, all of which are conditioned to install the same road and utility improvements. If the improvements are constructed as part of another project along this corridor, this project will not have to construct them, however if they are not constructed, the applicant must have approved improvement plans and adequate surety must be in place prior to the recordation of the Parcel Map. 8CCThe following Mitigation Monitoring and Reporting Program shall be implemented and/or fulfilled to the satisfaction of the Development Services Department: 1. Prior tograding permit issuance, the project applicant shall mitigate impacts to0.73-acre of Diegan coastal sage scrub ata21 replacement ratio. To avoid and/or minimize indirect impacts to the adjacent native habitat, the project shall incorporate the measures provided below for grading and/or building plans to the satisfaction of the Development Services Department: a. All construction activity adjacent to native habitat areas shall be required to adhere to measures outlined in the City'o Grading, Erosion, and Sediment Control Ordinance to avoid degradation to sensitive upland habitats from erosion. These measures include restrictions on the timing and amount ufgrading. For example, grading shall be prohibited during the rainy season (October 1st through April 15th) without an approved erosion control plan and program in place. E;nsdinQ or vegetation removal shall be prohibited adjacent to preserve areas during the rainy season unless determined to be allowable on a site -specific basis. In addition, all necessary erosion control devices must be in p|ooe, and eppnopheba monitoring and maintenance must be implemented during the grading period. b.Prior to building permit iosuanca, building plans yheU specify that all outdoor lighting on the project site shall be shielded with full -cutoff light fixtures and directed away from adjacent native habitat areas. Prior to construction permit issuance, grading and landscape plans shall specify the following for Fuel Modification Zone 2 areas, to the satisfaction ofthe Fire Marshal: * Brush management should be monitored by a field biologist familiar with localnative species. * All clearing activity shall be done by hand. w Dry ordead undergrowth shall beremoved. * Selective hand thinning shall beused. * Nogrubbing ofvegetation shall occur topromote soil stability. w Sensitive plants as identified within this report (Nuttall's scrub oak shrubs) shall be avoided. * All work within the Fuel Modification Zone 2 shall be conducted during the non -breeding season of the California gnatcatcher and raptors (September 1tuFebruary 14). Prior to construction permit issuance, construction plans shall specify applicable Standard MHCP Best Management Practices, listed in Appendix F of the project's Biological Technical Report (REC Consultants, July 2016), to the satisfaction of thiA Development Services Department. 4. To avoid and/or minimize indirect impacts to potential nesting birds during the breeding season, construction activities locat adjacent to native habitat onsite should be conducted outside of the avian breeding season (February 15 to August 31st). If the proje cannot avoid the bird breeding season, then protocol surveys shall be conducted prior to construction by a qualified biologist to ensu that there are no nesting birds located adjacent to the proposed work (within 500 feet). The survey should begin not more than thr days prior to the beginning of construction activities. The Wildlife Agencies and Development Services Department shall be notified any nesting birds are found. If an active bird nest is found within 500 feet of project construction, the biologist will postpone wo within 500 feet of the nest and contact the Wildlife Agencies to discuss: 1) the best approach to avoid/minimize impacts to nesti birds (e.g., sound walls); and 2) a nest monitoring program acceptable to the Wildlife Agencies. Subsequent to these discussion work may be initiated subject to implementation of the agreed upon avoidance/minimization approach and nest monitoring progra Nest success or failure shall be established by regular and frequent trips to the site, as determined by the biologist and through by the Wildlife Agencies. The biologist shall determine whether bird activity is being disrupted. If the biologi determines that bird activity is being disrupted, the project applicant shall stop work and coordinate with the Wildlife Agencies review the avoidance/minimization approach. Coordination between the applicant and Wildlife Agencies to review avoidance/minimization approach shall occur within 48 hours. Upon agreement as to the necessary revisions to t avoidance/minimization approach, work may resume subject to the revisions and continued nest monitoring. Nest monitoring sh continue until fledglings have dispersed or the nest has been determined to be a failure, as approved by the Wildlife Agencies. 5. Prior to final inspection for the grading permit, the monitoring biologist shall submit a final report to the Wildlife Agencies a Development Services Department. The report shall include as -built construction drawings with an overlay of native habitat that w impacted and/or avoided, photographs of habitat areas, and other relevant summary information documenting that authorized impa were not exceeded and that general compliance with all measures of this MND was achieved. SCID The following conditions shall be completed and/or fulfilled to the satisfaction of the Fire Department: 1. Prior to the delivery of combustible materials to the job site, Standard Fire Condition F8 shall be met, including fire access road a fuel management as described in the Fire Protection Plan prepared by J. Weber. 2. Conditions of the map include installation of the fire access road and No Parking Fire Lane sign installation. 3. All future structures as well as landscape installation and maintenance shall be per the Fire Protection Plan prepared by J. Weber.
