ALL AREAS TO BE FILLED SHALL BE PREPARED TO BE FILLED AND FILL SHALL BE PLACED IN ACCORDANCE WITH STANDARD SPECIFICATION. ALL VEGETABLE MATTER AND OBJECTIONABLE MATERIAL SHALL BE REMOVED BY THE CONTRACTOR FROM THE SURFACE UPON WHICH THE FILL IS TO BE PLACED. ALL STONES, ROOTS AND OTHER WASTE MATTER EXPOSED OR EXCAVATION OR EMBANKMENT SLOPES WHICH ARE LIABLE TO BECOME LOOSENED SHALL BE REMOVED AND DISPOSED OF. THE TOE AND TOP OF ALL SLOPES SHALL BE ROUNDED IN ACCORDANCE WITH THE GRADING ORDINANCE. 16.
