March 1, 2022; APPLICANT: Elsie Woolley; LOCATION: 459 Fourth Street (APN: 258-
071-10); PROJECT DESCRIPTION: Public hearing to consider a request for a Coastal
Development Permit to allow for the construction of a second -story addition and deck to an
existing single-family home.; ZONING/OVERLAY: The project site is located within the
Residential 15 zone (D-R15) of the Downtown Specific Plan, Special Study Overlay
Zone and the Coastal Commission appeal jurisdiction of the Coastal Zone.;
ENVIRONMENTAL STATUS: The project has been determined to be exempt from
environmental review pursuant to Section 15301(e)(1), which exempts additions to
existing structures that the addition will not result in an increase of more than 50 percent
of the floor area of the structures, or 2,500 square feet, whichever is less.
