2022-04-19 MINUTES OF THE ENCINITAS SENIOR CITIZENCOMMISSIONMEETING APRIL 19, 2022, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 1. CALL TO ORDER Chair Ling called the meeting to order at 2:00 P.M. 2. ROLL CALL Present: Chair Ling, Vice-Chair Angel, and Commissioners Hanwit, Koblentz, and Kramer-Levander (there is one vacancy). Absent: Farley Also Present: Recreation Center Manager Goodsell, Recreation Services Manager Stayton, and Management Analyst Gilliam. There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION None. 5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 6. CHANGES TO THE AGENDA None. 7. APPROVAL OF THE MINUTES Approval of the March 15, 2022 regular meeting minutes. ACTION COMMISSIONER ANGEL MOVED APPROVAL OF THE MARCH 15, 2022 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER KOBLENTZ. MOTION CARRIED. AYES: ANGEL, HANWIT, KOBLENTZ, KRAMER-LEVANDER, LING. NAYS: NONE. ABSENT: FARLEY. VACANCY: ONE 8. ACTION ITEMS 8A. Senior Citizen Commission Annual Work Plan Review. Chair Ling led the discussion regarding the FY2022/23 Senior Citizen Commission Work Plan ACTION COMMISSIONER HANWITT MOVED APPROVAL OF THE FY 2022/23 SENIOR CITIZEN COMMISSION ANNUAL WORK PLAN SECOND BY COMMISSIONER KRAMER-LEVANDER. MOTION CARRIED. AYES: ANGEL, HANWIT, KOBLENTZ, KRAMER-LEVANDER, LING. NAYS: NONE. ABSENT: FARLEY. VACANCY: ONE 8B. City of Encinitas Website Feedback Chair Ling began the discussion regarding the website feedback. All commissioners provided input and recommendations for staff. 8C. Senior of the Year/Lifetime Achievement Award Program Vice Chair Angel began the discussion regarding the extension of the deadline for nomination submittals for the Senior of the Year/Lifetime Achievement Award Program. MOTION CARRIED. AYES: ANGEL, HANWIT, KOBLENTZ, KRAMER-LEVANDER, LING. NAYS: NONE. ABSENT: FARLEY. VACANCY: ONE 8D. Recommendation of a Shade Structure at the Encinitas Community and Senior Center Discussion was tabled to the next meeting. 9. INFORMATIONAL ITEMS 9A. Senior Center Operations Report and Department Updates. Recreation Center Manager Goodsell provided updates for the department, Senior Center programs and services, and the Nutrition Program. She announced that the Parks, Recreation and Cultural Arts Department has hired three new Extended Part-Time Employees (EPT), Elizabeth Hueter-Willoughby, Clinton Calkins, and Carolina Chavez. She shared that the Summer Recreation Guide will be mailed to Encinitas residents on May 14 th and registration opens on May 16, 2022. The Spring Egg Hunt was held on Saturday, April 16 th and was a successful event. Manager Goodsell thanked Commissioners Ling and Koblentz for their support and th attendance at the event. Manager Goodsell shared that Arbor Day will be held on Saturday, May 30 from 9am – 12pm at Cottonwood Creek Park and Movie Night will be held at Glen Park on May 14 th. The movie Encanto will be shown beginning at dusk. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None. 11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS None. 12.
