2022-03-02 REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION MARCH 2, 2022 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 1. CALL TO ORDER Vice-Chair G. Colombo called the meeting to order at 4:34 P.M. 2. ROLL CALL Present: Commissioners C. Colombo, G. Colombo, Gonzalez, Junus, Leschensky, Ruppert and Su. There is one vacancy Also Present: Recreation Services Manager Stayton (4:46 PM), Recreation Supervisor Anderson, and Management Analyst Fisher. Absent: Commissioner Pacheco 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS 4A. Inspire2Vote Program Manager, Tammie Statler Tammie Statler, Program Manager, and Meg Karol, Program Coordinator addressed the commission about peer-led voter registration. The presentation included methods to get students and school administrators involved for encouraging voter registration, best practices, and registration requirements. 4B. San Diego County Youth Services Librarian, April Smith April Smith addressed the commission about local library updates, the launch of the 24/7 library Kiosk, and opportunities for youth involvement in programs. The local library anticipates schedule changes to expand hours as early as Spring 2022, to be more accessible to students that are unavailable during the day. The presentation provided commissioners with resources for online services to sign up for library cards, homework help, and request eLibrary materials. Lastly, the library allows teens to become involved through volunteering as a Service Learner and submitting new program proposals. 5. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF None 6. VULCAN AVENUE, ENCINITAS, CA 8. ACTION ITEMS 8A. FY 2021-2022 Youth Commission Work Plan Vice-Chair G. Colombo led the Commissioners through the work plan. 8B. 2022 Community Grant Program Evaluation Panel Staff Liaison Anderson opened the floor for nominations for the Community Grant Program Evaluation Panel. Commissioner Ruppert nominated herself, second by Commissioner Gonzalez, and Commissioner G. Colombo nominated herself, second by Commissioner Leschensky. There being no other nominations, the commissioners called for the vote. The Commissioners voted 5-2 to select Commissioner Ruppert as nominee (one absent and one vacancy). 9. INFORMATIONAL ITEMS 9A. Department Updates Recreation Services Manager Stayton Manager Stayton provided department updates including the recreation guide for spring rd programs and summer camps being available to view online March 3 with registration th for spring programs and summer camps beginning at 8:00AM on Monday, March 7. th The next upcoming event is the Egg Hunt Festival on April 16, and commissioners are welcomed to volunteer for the event. 10.
