2022-02-15 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING FEBRUARY 15, 2022, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 1. CALL TO ORDER Chair Ling called the meeting to order at 2:01 P.M. 2. ROLL CALL Present: Chair Ling, Vice-Chair Angel, and Commissioners Farley, Hanwit, Koblentz, Kramer- Levander, and Rau. Absent: None Also Present: Recreation Center Manager Goodsell, Recreation Services Manager Stayton, and Management Analyst Fisher. There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION 4A. Martha V. Hernandez, Outreach Coordinator with CA Relay Service, and Elizabeth Alverado, Field Operations Specialist II with CA Telephone Access Program. Coordinator Hernandez and Operations Specialist Alverado addressed the Commission about the “Keeping Everyone Connected” program and efforts to provide hearing impaired individuals with access to assistive telecommunication devices. 5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 6. CHANGES TO THE AGENDA None. 7. APPROVAL OF THE MINUTES Approval of the January 18, 2022 regular meeting minutes. ACTION COMMISSIONER HANWITT MOVED APPROVAL OF THE JANUARY 18, 2022 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER FARLEY. MOTION CARRIED. AYES: ANGEL, FARLEY, HANWIT, KOBLENTZ, KRAMER-LEVANDER, LING, RAU. NAYS: NONE. ABSENT: NONE 8. ACTION ITEMS 8A. Senior Citizen Commission Annual Work Plan Review. Commissioners reported on the FY2021/22 Senior Citizen Commission Work Plan with stated goal outcomes. ACTION COMMISSIONER HANWITT MOVED APPROVAL OF ALLOCATING $5,000 FROM COMMUNITY ENHANCEMENT PROGRAM GRANT TO AIR WALKER EXERCISE MACHINE FOR SENIOR CENTER, SECOND BY COMMISSIONER KRAMER-LEVANDER. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 8B. Senior Citizen Commission FY 2022/23 Annual Work Plan Ideas. Commissioners discussed work plan ideas for the upcoming fiscal year and items that should remain in the work plan. 9. INFORMATIONAL ITEMS 9A. Senior Center Operations Report and Department Updates. Recreation Center Manager Goodsell provided updates for the department, Senior Center programs and services, and the Nutrition Program. She shared that the Community and Senior Center was closed from January 8 through February 13 due to the increase and surge of Covid-19 cases. Nutrition services were still provided during this period, but participation numbers were lower as a result. The event, Love Your Heart, will be held on February 17 with AMR to offer free blood pressure screenings at the Community and Senior Center. Recreation staff is working on the Spring Recreation Guide and will include Summer Camps. Registration is tentatively set to open March 7. Manager Goodsell also gave an update on the hiring process for a Recreation Senior Services Supervisor position and Senior Services Coordinator position, with the latter being a part time extended position. Recreation Services Manager Stayton shared an update on the hiring process for the Recreation Supervisor position and two additional part time extended positions for the center. There was also an announcement of two state-wide awards being given to the city for excellence in design related to the patio project at the Senior Center and the planning design at Olympus Park. 10.
