2022-01-18 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING JANUARY 18, 2022, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 1. CALL TO ORDER Chair Ling called the meeting to order at 2:03 P.M. 2. ROLL CALL Present: Chair Ling, and Commissioners Farley, Hanwit, Koblentz, Kramer-Levander and Rau. Absent: Commissioner Angel Also Present: Recreation Center Manager Goodsell, Recreation Services Manager Stayton, Management Analyst Fisher, and Management Analyst Gilliam There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION 4A. Scott Pirrello, Deputy District Attorney, Fraud and Scam Prevention Deputy District Attorney Pirrello spoke to the Commission regarding the various types of elder abuse and how those cases are handled in the District Attorney’s office. 4B. Diana Minuzzi, Librarian II, Encinitas Library Services and Resources Librarian Minuzzi addressed the Commission and provided an overview of services and programs that the Encinitas library offers. 5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 6. CHANGES TO THE AGENDA None. 7. APPROVAL OF THE MINUTES Approval of the November 16, 2021 regular meeting minutes. ACTION COMMISSIONER HANWITT MOVED APPROVAL OF THE NOVEMBER 16, 2021 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER KRAMER. MOTION CARRIED. AYES: FARLEY, HANWIT, KOBLENTZ, KRAMER-LEVANDER, LING, RAU. NAYS: NONE. ABSENT: ANGEL 8. ACTION ITEMS 8A. Senior Citizen Commission Annual Work Plan Review. Commissioners reported on the FY2021/22 Senior Citizen Commission Work Plan with stated goal outcomes. There was some discussion and consensus regarding the FY 22/23 Workplan. 8B. Creation of Senior Citizen Commission Ad Hoc Committee. Commissioners Ling, Hanwit, and Kramer-LeVander volunteered to serve on the Ad Hoc Committee to make suggestions and recommendations for shade structures and outdoor fitness equipment and the Encinitas Community and Senior Center. 1 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING JANUARY 18, 2022, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 9. INFORMATIONAL ITEMS 9A. Senior Center Operations Report and Department Updates. Recreation Center Manager Goodsell provided updates for the department, Senior Center programs and services, and the Nutrition Program. She shared that the Community and Senior Center is closed tentatively through January 23 due to the increase and surge of Covid-19 cases. Nutrition services are still being provided. Recreation staff is working on the Spring Recreation Guide and will include Summer Camps. Registration is tentatively set to open March 7. The City introduced a new electric bike, B-Cycle program, with over 100 docking stations throughout the City. Recreation Services Manager Stayton shared that Cyclovia took place on January 9, and it was a success. April 16 is the tentative date for the Spring Egg Hunt pending Covid-19 conditions at that time. She shared that staff is still addressing recruitment struggles and retention of staff. Council approved three Extended Part Time (EPT) staff positions with the hopes of attracting more part time staff as the positions offer a more consistent work schedule and partial benefits. 10.
