REGULAR MEETING MINUTES

Because of the COVID-19 Pandemic, Board Members participated via video conference.
CALL TO ORDER/ROLL CALL
Chair Houk called the meeting to order at 4:32 p.m.
Directors Present: Chair Richard Houk, Vice Chair Cindy Jacob, Jennifer Campbell (Interim
City Manager), Travis Karlen (Acting Director of Parks and Recreation),
Absent: Ed Wimmer (City Engineer)
Also Present: John McNair, JC Resorts (via video conference); Teresa McBroome
(City Director of Finance), Kathy Hollywood (Board Secretary), City of
Encinitas; Chris Calkins, Carltas; Dick Stern, Encinitas Ranch HOA via
video conference

There were no oral communications.
AGENDIZED BUSINESS ITEMS
Approval of the minutes of the June 23, 2020 Special Meeting. Contact Person: Board
Secretary Kathy Hollywood
RECOMMENDED ACTION: Approve the minutes.
BOARD ACTION:
Campbell moved, Jacob seconded to approve the minutes as presented. Motion carried.
Ayes: Campbell, Houk, Jacob, Karlen. Nays: None. Absent: Wimmer. Abstain: None.
2. Review of ERGA Financial Summary of Revenues, Expenditures, and Capital Reserves for
June and July 2020, Contact Person: JC Resorts, John McNair
RECOMMENDED ACTION: Receive the report.
Mr. McNair reviewed the financial summaries, impacts of COVID-19 on golf course operations,
and responded to questions from the Board.
There was Board consensus to receive the report.
3. Proposed 2020-2021 Adjusted Capital Budget. Contact Person: JC Resorts, John McNair
RECOMMENDED ACTION: ERGA Board of Directors approve the removal of the Prefab
Storage Building from the 2020-2021 Capital Budget and replace that item with a John Deere
Lithium Battery Electric Greens Roller and John Deere Smithco Electric Sand Star for
Encinitas Ranch Golf Course.
Mr. McNair reviewed the proposed adjustment to the Capital Budget.
BOARD ACTION:
Campbell moved, Jacob seconded to approve the removal of the Prefab Storage
Building from the 2020-2021 Capital Budget and replace that item with a John Deere
Lithium Battery Electric Greens Roller and John Deere Smithco Electric Sand Star for
Encinitas Ranch Golf Course. Motion carried. Ayes: Campbell, Houk, Jacob, Karlen.
Nays: None. Absent: Wimmer. Abstain: None.
4. Report on incidents and accidents. Contact Person: JC Resorts, John McNair
RECOMMENDED ACTION: Receive the oral report.
Mr. McNair stated there were no incidents or accidents to report.
REPORTS FROM DIRECTORS AND/OR MANAGER REPORTS
Mr. McNair reported on COVID safety protocols and compliance.
Mr. McNair announced that Encinitas resident Jaime Jacob won the 6th Annual SCGA Women's
Amateur Golf Tournament at Goose Creek Golf Club. Jamie is the daughter of Board Member Cindy
Jacob and grew up playing golf at Encinitas Ranch Golf Course.

Chair Houk adjourned the meeting at 5:12 p.m.
