Tuesday, August 24, 2021, at 4:30 p.m.
Because of the COVID-19 Pandemic, this meeting was conducted utilizing teleconferencing
and electronic means consistent with State of California Executive Orders.
CALL TO ORDER/ROLL CALL
Chair Houk called the meeting to order at 4:45 p.m.
Directors Present: Chair Richard Houk, Directors Pamela Antil (City Manager) and Travis
Karlen Director of Parks and Recreation)
Absent: Vice Chair Cindy Jacob, Jill Bankston (Acting City Engineer)
Also Present: John McNair, JC Resorts; Teresa McBroome (City Director of
Finance/City Treasurer), Kathy Hollywood (Board Secretary), City of
Encinitas; Chris Calkins, Carltas; and Dick Stern, Encinitas Ranch

1. Approval of the minutes of the June 22, 2021, Regular Meeting. Contact Person:

RECOMMENDED ACTION: Approve the minutes.
BOARD ACTION:
Antil moved, Houk seconded to approve the minutes as presented. Motion
carried. Ayes: Antil, Houk. Nays: None. Absent: Bankston, Jacob. Abstain:
Karlen.
2. Review of ERGA Financial Summary of Revenues, Expenditures, and Capital
Reserves for June and July 2021. Contact Person: JC Resorts, John McNair
RECOMMENDED ACTION: Receive the report.
Mr. McNair reviewed the financial summaries for June and July 2021 and responded
to questions from the Board.
The Board received the report.

3. Report on incidents and accidents. Contact Person: JC Resorts, John McNair
RECOMMENDED ACTION: Receive the oral report.
Mr. McNair stated there were no incidents or accidents to report.
REPORTS FROM DIRECTORS AND/OR MANAGER REPORTS
Mr. McNair reported that Dramm & Echter is in the process of relocating their operations and
taking their reverse osmosis system (RO) with them. Currently, the RO system wastewater
(brine) is discharged into the golf course irrigation holding lake and has had a negative impact
on the golf course growing conditions, specifically on the greens. Once the RO system is
removed the lake will begin to detox and going forward the golf course should see improved
growing conditions throughout the property.
Finance Director McBroome reported that the refinancing of the Community Facilities District
No. 1 2012 Special Tax Refunding Bonds was approved by the City Council at its June 23,
2021, regular meeting.
