2021-09-01 REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION SEPTEMBER 1, 2021 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 1.CALL TO ORDER Due to the COVID-19 Pandemic, all Commissioners were in attendance via video conference. Staff Liaison Anderson called the meeting to order at 4:30 P.M. 2. ROLL CALL Present: Commissioners C. Colombo, G. Colombo, Gonzalez, Junus, Leschensky, Pacheco, Ruppert and Su. There is one vacancy Also Present: Acting Recreation Services Manager Goodsell, Recreation Supervisor Anderson, and Management Analyst Gilliam. Absent: None 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS None 5. COMMISSIONER’S OATH OF OFFICE Commissioners C. Colombo, Junus, Leschensky, Ruppert and Su took the Oath of Office conducted by Secretary Gilliam 6. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF Kelly McCormick spoke regarding suicide prevention. 7. CHANGES TO THE AGENDA None 8. APPROVAL OF THE JUNE 2, 2021 YOUTH COMMISSION REGULAR MEETING MINUTES ACTION COMMISSIONER PACHECO MOVED APPROVAL OF THE JUNE 2, 2021 REGULAR YOUTH COMMISSION MEETING MINUTES, SECOND BY COMMISSIONER LESCHENSKY, AND THE MOTION CARRIED 8-0 (ONE VACANCY). 9. APPROVAL OF THE AUGUST 18, 2021 YOUTH COMMISSION ORIENTATION WORKSHOP MINUTES ACTION COMMISSIONER PACHECO MOVED APPROVAL OF THE AUGUST 18, 2021 REGULAR YOUTH COMMISSION ORIENTATION WORKSHOP, SECOND BY COMMISSIONER GONZALEZ, AND THE MOTION CARRIED 8-0 (ONE VACANCY). 10. ACTION ITEMS 10A. Youth Commission Chair and Vice-Chair Staff Liaison Anderson opened the floor for nominations for Chair. Commissioner C. Colombo nominated Commissioner G. Colombo. Commissioner G. VULCAN AVENUE, ENCINITAS, CA nominations, Staff Liaison Anderson called for the vote. The Commissioners voted 5-3 (Commissioner G. Colombo receiving 3 votes, one vacancy) to appoint Commissioner Pacheco as Chair. Staff Liaison Anderson opened the floor for nominations for Vice-Chair. Commissioner G. Colombo nominated herself and Commissioner Ruppert nominated herself. There being no other nominations, Staff Liaison Anderson called for the vote. The Commissioners voted 4-4 resulting in a tie. The vote was called again resulting in another tie. Manager Goodsell asked if any Commissioners were willing to change their vote. Commissioner Ruppert changed her vote in favor of Commissioner G. Colombo. The Commissioners vote 5-3 (Commissioner Ruppert receiving 3 votes, one vacancy) to appoint Commissioner G. Colombo as Vice-Chair. 10B. FY 2021-2022 Youth Commission Work Plan Preparation Recommended Action: The Youth Commission will review a list of potential work plan initiatives and begin work on the plan and assignment of Youth Commission representatives (maximum of 3 commissioners per initiative). Staff Liaison Anderson led the Commissioners through the potential work plan initiatives with the Commissioners. Manager Goodsell provided additional direction and provided options for consideration regarding the future goals. The Commissioners discussed the various items they would like to keep as well as some new focus areas for the work plan. The Commissioners expressed interests as to what ad hoc committees on which they would like to serve. 10C. FY 2021-22 Youth Commission Meeting Calendar Recommended Action: The Youth Commission adopts the proposed FY 2021-2022 Youth Commission meeting calendar. Staff Liaison Anderson presented the proposed the FY 2021-2022 Youth Commission Meeting Calendar. Commissioner G. Colombo motioned approval of the FY 2021-2022 Youth Commission Meeting Calendar, second by Commissioner Leschensky, and the motion carried 8-0 (one vacancy) 11. INFORMATIONAL ITEMS 11A. Department Updates – Acting Recreation Services Manager Goodsell Manager Goodsell announced that there are several part-time positions available at the Community & Senior Center and they are seeking additional contract instructors. She shared that the Fall recreation guide is available online and registration opened on August 9 th. Manager Goodsell shared that Art Night will be held on September 11, EcoFest will be held on September 26, Movie in the Park will be held on October 9, and Dia de los Muertos will be held on October 30. She shared that masks are required when indoors at all City facilities. 12.
