8B. Review and Vote on theProposal for a Mural in the Encinitas Library by Artist Kevin Anderson.
Recommended Action:Review the proposaland vote as needed.

Commissioner Corrales-Schmitt moved approval of the proposal for the muralin the Encinitas
Library. Second by Commissioner Lees, and the motion carried.Ayes: Corrales-Schmitt, Lees,
Seelert, Valenzuela. Nays: Abraham, Redlitz. Absent:Sims.

As CommissionerSims was absent,Arts Program Administrator Gilliam shared that Encinitas Dia de
los Muertoswill be heldon Saturday,October 30, 2021,from 12pm –4pm.Workshops will be moved
outdoors due to Covid-19. A Vintage Flea Market will be held at Pacific View on December 11, 2021.

9B. CulturalArts Division Report. Contact Person: ArtsProgram Administrator Gilliam
ArtsProgram Administrator Gilliamreported thatthe Wednesdayconcerts have been held all
summer long with record attendance. The iPalpiti Festival concerts at the Encinitas Library were
sold out and about 300 people attended theorchestra concert at the Conrad Prebys Performing
Arts Center in La Jolla.
