Commissioner Abraham opened the floor for nominations. Commissioner Lees nominated
Commissioner Abraham as Chairand Commissioner CorralesSchmitt supported thenomination.
Commissioner Abraham accepted the nomination. There being noother nominations, Commissioner
Abraham will beChair.
Commissioner Abraham opened the floor for nominations for Vice Chair. Commissioner Lees
nominatedCommissioner Valenzuelaand Commissioner CorralesSchmitt supported the nomination.
Commissioner Valenzuela accepted the nomination. There being no othernominations, Commissioner
Valenzuelawill be Vice Chair.
8B. Commission for theArts 2021/22 Meeting Calendar
Staff liaison Gilliam presentedtheCommission with the meeting dates and events for FY2021/22.
Commissioner Abraham moved approvalof the Commission for the Arts 2021/22 Meeting Calendar,
second by Commissioner Lees, and the motion carried 6-0 (Commissioner Sims was absent).
8C. Review 2020/21Commission for the Arts Work Plan and Develop Draft 2021/22 WorkPlan
Staff liaison Gilliam reviewed the 2020/21Work Plan and the Commissioners collaborativelydrafted the
2021/22 Work Plan.

8D. Appoint a Commissionerto serve on theEvaluation Panel for the Community Grant Program
Commissioner Lees volunteered to serve on the panel. Commissioner Valenzuela also volunteered to
serve on the panel. There being no other Commissioners interested in serving the Commissioners
voted 4in supportof Commissioner Lees, 1 in support of Commissioner Valenzuela and 1 abstention
(Commissioner Sims was absent).
8E.Pacific View Site Planning and Programming.
Commissioner CorralesSchmitt provided areportto the Commissionersregarding Pacific View and the
desire for the Commission for the Arts to have a greater role inthe Pacific View project.
ACTION
Commissioner CorralesSchmitt moved that the Pacific Viewad hoc committee draft a letter to the City
Council commending their identificationof Pacific View as a high priorityprojectand requestthe
Commission for the Arts have a more proactive rolein the futureof the Pacific View site,and present
the letter at the April Commission meeting, secondby Commissioner Abraham, and the motion carried
6-0 (CommissionerSims was absent).

9A.EncinitasFriends of the Arts Report. Contact Person: CommissionerSims.
Commissioner Leesgave the reportas Commissioner Sims was absent. She stated that Encinitas
Friends of the Arts held a board retreat to strategizeplanningfor the coming year. EFA is planning to
hostan artistFlea Market at Pacific View in the fall, dependent on COVID-19 and potential
construction at the Pacific View site. The banner project thanking the frontline workers has been well
received and additional banners have been installed.
9B. CulturalArts Division Report. Contact Person: ArtsProgram Administrator Gilliam
Staff liaison Gilliam gave an update on current projects.

Commissioner Initiated Agenda Items
Commissioner CorralesSchmitt’s agendaitem will be continuedat theApril meeting.
At 6:56 Commissioner Lees requested the Commission meeting be extended by 10 minutes.
ACTION
Commissioner Lees moved approval of extendingthe meeting by 10 minutes, second by Commissioner
Seelert. The motion carried6-0 (Commissioner Sims was absent).

Future Agenda ItemsAdded by Commission Members
CommissionerAbrahamwill submit a letterfor the consideration of the Commission of the Arts to
addressthe role of the Commissionfor the Arts in the development of and advocacy for Pacific Viewto
the City Council.
