Roy Sapa’u called the meeting to order at 5:00PM

4A. PROJECT NAMES: Farrow Residence- Lot 1 and Farrow Residence-Lot 2; CASE
NUMBERS: CDP-004192-2020 and CPP-004208-2020; CDP-004196-2020 and CPP-
004206-2020; FILING DATE: November 20 and 23, 2020; APPLICANT: Brett Farrow;
LOCATION: 1533 and 1537 San Elijo Avenue (APNs: 260-630-63 and -64); PROJECT
DESCRIPTION: Public hearing to consider a request for two Coastal Development
Permits for the construction of two new single-family residences with accessory dwelling
units each on two separate vacant lots; ZONING/OVERLAY: The project site is located
within in the Residential 11 (R-11) Zone and within the Coastal Commission appeal
jurisdiction of the Coastal Overlay Zone; ENVIRONMENTAL STATUS: The project is
exempt from environmental review pursuant to the California Environmental Quality Act
(CEQA) Guidelines Section 15303(a), which exempts the construction of a new single-
family residence.

Lot 1: Brett, Heidi, and Robert Sandison spoke in favor of project. Randy Wastal
– concerned about deck in public easement and asked if could be removed from
the project. Christopher Krueger spoke in favor of project.
Lot 2:
Brett, Heidi, and Robert Sandison spoke in favor of project. Randy Wastal spoke
in favor of the project. Kimberley Alkhas spoke in favor of the project.

Applicant was present and spoke regarding both projects.
Action: Both projects were approved by Director Roy Sapa’u.
