2021-04-20 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING APRIL 20, 2021, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 Due to the COVID-19 Pandemic, this meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Orders. 1. CALL TO ORDER Chair Ling called the meeting to order at 2:02 P.M. 2. ROLL CALL Present: Chair Ling, Vice Chair Angel, Commissioners Farley, Hanwit, Kramer-LeVander, Lerchbacker (arrived late 2:58 P.M.) and Rau Absent: None. Also Present: Recreation Center Manager Goodsell and Management Analyst Colombo There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION 4A. Bob Prath provided a presentation on AARP Age Friendly Communities, AARP CA, and the Livable Communities Advisory Team. 5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 6. CHANGES TO THE AGENDA None. 7. APPROVAL OF THE MINUTES Approval of the March 16, 2021 regular meeting minutes. Commissioners finalized the FY2021/22 Senior Citizen Commission Work Plan with stated changes and selection of ad-hoc committees to accomplish FY2021/22 Senior Citizen Commission Work Plan goals. ACTION VICE CHAIR ANGEL MOVED APPROVAL OF THE FY 2021/22 SENIOR CITIZEN COMMISSION WORK PLAN WITH STATED CHANGES AND SELECTION OF AD-HOC COMMITTEES TO ACCOMPLISH FY2021/22 SENIOR CITIZEN COMMISSION WORK PLAN GOALS, SECOND BY COMMISSIONER HANWIT. Senior of the Year/Lifetime Achievement Award Program Commissioners listened to the nominators speak as to why their nominee should be awarded the Senior of the Year/Lifetime Achievement Award. The ad-hoc committee’s recommendation will be delivered and voting will occur at the May regular meeting. Mark Muir spoke in support of James Bond. Nancy Telford spoke in support of Anne Omsted. Sheryl Seltser spoke in support of Mary Blackman. Lynne Calkins spoke in support of Randa Krakow. Sinead NiGhabhlain spoke in support of Edgar Engert. 9. INFORMATIONAL ITEMS 9A. Senior Center Operations Report and Department Updates. Recreation Center Manager Goodsell provided department updates and an update on Senior Center programs and services. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None. 11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS Consensus of at least two Commission Members was reached by Commissioners Hanwit, Angel, Ling and Lerchbacker to add an Agenda Item to the May Senior Citizen Commission regular meeting. The item is regarding a letter from the Senior Citizen Commission to the City Council and copying the Planning Commission, asking them to consider the importance of Senior Citizens being able to age in place when they approve new housing developments in the City of Encinitas. 12.
