2021-03-16 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING MARCH 16, 2021, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 Due to the COVID-19 Pandemic, this meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Orders. 1. CALL TO ORDER Commissioner Angel called the meeting to order at 2:01 P.M. 2. ROLL CALL Present: Chair Lerchbacker (arrived late 2:12 P.M.), Commissioners Angel, Farley (arrived late 2:18 P.M.), Hanwit, Kramer-LeVander, Ling and Rau Absent: None. Also Present: Recreation Center Manager Goodsell, Recreation Services Manager Karlen, and Management Analyst Colombo There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION 4A. John Van Cleef, Executive Director of the Community Resource Center, provided a presentation on the various services provided to the community. 5. ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF Kristine Schindler spoke on the following topics: the AARP Community Action Grant, the North County San Diego Food Acton Program that benefitted the Community Resource Center, and the advocacy group Encinitas Bike Walk, and Cyclovia. 6. CHANGES TO THE AGENDA None. 7. APPROVAL OF THE MINUTES Approval of the February 16, 2021 regular meeting minutes. ACTION COMMISSIONER HANWIT MOVED APPROVAL OF THE FEBRUARY 16, 2021 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER LING. MOTION CARRIED. AYES: ANGEL, FARLEY, HANWIT, KRAMER-LEVANDER, LERCHBACKER, LING, RAU NAYS: NONE. ABSENT: NONE. 8. ACTION ITEMS 8A. Senior Citizen Commission Chair and Vice Chair. Commissioner Angel opened the floor for nominations for the position of Chair. Commissioner Hanwit nominated Commissioner Ling for Chair, and no other nominations were submitted. Commissioner Ling accepted the nomination for Chair, and it was announced that Commissioner Ling would serve as Commission Chair for one year. Commissioner Angel opened the floor for nominations for the position of Vice Chair. Senior Citizen Commission Annual Work Plan Review and Goal Setting Commissioners prepared a draft FY2021/22 Senior Commission Work Plan. The Commission also selected ad-hoc committees to accomplish the proposed goals. 8C. Community Grant Program Evaluation Panel Commissioner Angel opened the floor for nominations to the Community Grant Program Evaluation Panel. Commissioner Angel nominated Commissioner Hanwit to serve on the panel and no other nominations were submitted. Commissioner Hanwit accepted the nomination, and it was announced that Commissioner Hanwit would serve on the Community Grant Program Evaluation Panel from the Senior Citizen Commission. 8D. Senior Citizen Commission Proposed Meeting Dates Commissioner Angel announced the proposed dates and times. ACTION COMMISSIONER HANWIT MOVED TO ADOPT THE FY2021/22 SENIOR CITIZEN COMMISSION PROPOSED MEETING DATES, SECOND BY COMMISSIONER LERCHBACKER. MOTION CARRIED. AYES: ANGEL, FARLEY, HANWIT, KRAMER-LEVANDER, LERCHBACKER, LING, RAU NAYS: NONE. ABSENT: NONE. 9. INFORMATIONAL ITEMS 9A. Senior Center Operations Report and Department Updates. Recreation Center Manager Goodsell thanked former Commissioner Stewart for her work during the time that she served on the Senior Citizen Commission. She also provided department updates and an update on Senior Center programs and services. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None. 11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS Consensus of two Commission Members was reached by Commissioners Ling and Lerchbacker to add the topic of a local community vaccination center as an Agenda Item. 11A. Covid-19 Vaccination Site in the City of Encinitas Commissioners discussed the proposed letter of recommendation to City Council and County Supervisor supporting a COVI D-19 vaccination site in Encinitas. ACTION COMMISSIONER LERCHBACKER MOVED TO APPROVE THE LETTER OF RECOMMENDATION TO CITY COUNCIL AND COUNTY SUPERVISOR SUPPORTING A COVID-19 VACCINATION SITE IN ENCINITAS, SECOND BY COMMISSIONER HANWIT. MOTION CARRIED. AYES: FARLEY, HANWIT, KRAMER-LEVANDER, LERCHBACKER, LING, RAU NAYS: NONE. ABSTAIN: ANGEL. ABSENT: NONE. 12.
