2021-02-16 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING FEBRUARY 16, 2021, 2:00 P.M. REGULAR MEETING 505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024 Due to the COVID-19 Pandemic, this meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Orders. 1. CALL TO ORDER Chair Lerchbacker called the meeting to order at 2:01 P.M. 2. ROLL CALL Present: Chair Lerchbacker, Commissioners Angel, Ling, Hanwit, Stewart and one vacancy Absent: Vice Chair Powell Also Present: Senior Center Manager Goodsell, Recreation Services Manager Karlen, and Management Analyst Colombo There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATION 4A. Kristine Schindler provided a presentation on AARP Age friendly Communities/Senior Grants. 413. Recreation Services Manager, Travis Karlen Recreation Services Manager Karlen shared about the Park Ambassador Program whose original purpose was to monitor that permanent groups were using the athletic fields, has expanded their scope of responsibilities. Since COVID-19, the Park Ambassadors, which are comprised of part-time staff, are also deployed to parks, fields and areas people congregate, to provide monitoring and education on COVID-19. In addition, he provided an update on the Olympus Park project and indicated that the schedule was impacted and pushed to March due to COVID-19 delays. Recreation programming is continuing to be opened two months at a time to align programming with COVID-19 restrictions, and staff is currently considering summer camps and summer programming in line with restrictions. Virtual senior programming will be continued, and Silver Age Yoga will be holding classes in the Cardiff Sports Park in March and April through pre-registration only. An update was given regarding the Patio Project which is nearly completed. The Spring Egg Hunt event has been modified through a partnership with the local 101 Associations, and the Encinitas Chamber of Commerce. The eggs will be distributed by local businesses (total of approximately 19,500 eggs), of which 10 golden eggs will have a $25 gift certificate to be used at area businesses. 5. ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF Phil Coba, of the Encinitas Library, provided updates on the library to the Commission. 6. CHANGES TO THE AGENDA None. 7. APPROVAL OF THE MINUTES Approval of the January 19, 2021 regular meeting minutes. Senior Citizen Commission Annual Work Plan Review and Goal Setting 1. Ad-Hoc Committees reported updates on the FY2020-21 Senior Citizen Work Plan. Commission discussed an intergenerational opportunity whereby a local Girl Scouts troop will create personalized art keepsake, in the form of a hand-painted rock, to be provided to Seniors in the lunch program. ACTION COMMISSIONER STEWART MOVED APPROVAL OF CITY STAFF TO MOVE FORWARD ON COORDINATION WITH THE GIRL SCOUTS TO PROVIDE AN ART KEEPSAKE TO BE GIVEN TO SENIORS IN THE LUNCH PROGRAM, SECOND BY COMMISSIONER ANGEL. Senior Center Manager Goodsell thanked Commissioner Powell (who made the decision to resign from her second term), for her work during the time that she served on the Senior Citizen Commission. She also provided an update on Senior Center programs and services. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None. 11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS Consensus of two Commission Members was reached by Commissioners Ling and Lerchbacker to add the topic of a local community vaccination center as an Agenda Item. 12.
