CITY OF ENCINITAS COMMISSION FOR THE ARTS
Monday, February 1, 2021, 5:00 p.m.

Call to Order
Due to the COVID-19 pandemic, Commissioners were in attendance via video conference.
Commissioner Abraham called the meeting to order at 5:03 p.m.

Present: Commissioners Abraham, Corrales-Schmitt, Lees (5:05pm), Redlitz, Seelert, Sims and
Valenzuela
Absent: None
Also Present: Arts Program Administrator Jim Gilliam, Director Campbell, Senior Management
Analyst Roff and Management Analyst Julie Gilliam

Pacific View Update. Parks and Recreation Director Campbell
Director Campbell provided the Commissioners with a history of Pacific View, provided updates
on various improvements that have been done and provided the next steps that the City has
planned for the property in the near future.

Approve the January 4, 2021 Regular Meeting Minutes
ACTION
COMMISSIONER LEES MOVED APPROVAL OF THE JANUARY 4, 2021 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER ABRAHAM, AND THE MOTION
CARRIED 6-0 (COMMISSIONER SIMS ABSTAINED).

Action Items
8A. Review 2020/21 Commission for the Arts Work Plan. Contact Person: Arts Program
Administrator Gilliam
Staff liaison Gilliam provided an update on current projects. The City is applying to the
Environmental Design Research Associations Great Places Awards for the Santa Fe
Undercrossing project. Construction of the concrete sculpture pedestals has begun and is
anticipated to be completed by the end of February.
Council will make Commission appointments in March. Work on next years work plan will begin
in April.

Informational Items
9A. Encinitas Friends of the Arts Report. Contact Person: Commissioner Sims.
Staff Liaison Gilliam gave the report. In partnership with the City, EFA commissioned local
artists to create thank you banners which recognize frontline workers. The banners will be
installed at the Encinitas Community Center, Leo Mullen Sports Park and Encinitas Library. A
vertical version of a banner was delivered last week to Scripps Encinitas Hospital.
9B. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam shared that staff is actively engaged in the budgeting process for the next
two-year cycle.

Future Agenda Items Added by Commission Members
Commissioners Corrales-Schmitt, Redlitz and Valenzuela will submit a report for the
consideration of the Commission of the Arts to address the role of the Commission for the Arts
in the development of and advocacy for Pacific View.
