MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING
JANUARY 19, 2021, 2:00 P.M. REGULAR MEETING
505 SOUTH VULCAN AVENUE, ENCINITAS, CA 92024
Due to the COVID-19 Pandemic, this meeting was conducted utilizing teleconferencing and electronic
means consistent with State of California Executive Orders.
1. CALL TO ORDER
Commissioner Stewart called the meeting to order at 2:01 P.M.
2. ROLL CALL
Present: Chair Lerchbacker, Vice Chair Powell, Commissioners Ling, Hanwit, Stewart and one
vacancy
Absent: Commissioner Angel
Also Present: Senior Center Manager Goodsell, Recreation Services Manager Karlen, and Management
Analyst Colombo
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Katie Martinez, Encinitas Girl Scouts Service Unit Lead Membership Recruiter, provided a presentation
on the Girl Scouts Program.
4B. Wendi Garrison, Recreation Senior Services Supervisor, was introduced to the Commission.
4C. Recreation Services Manager, Travis Karlen
Recreation Services Manager Karlen provided an update on the Olympus Park project and indicated that the
schedule was impacted and pushed to the end of February due to COVID-19. Recreation programming is
being opened two months at a time to align programming with COVID-19 restrictions. In addition, he also
indicated that the Senior Center is a location site for the AARP Senior Tax Help service, and last year this did
not occur due to COVID-19 restrictions. Staff is talking to AARP about different strategies to try to provide tax
help for Seniors in line with San Diego Health Orders for this tax season. He also provided an update on the
Community and Senior Center Patio Project and presented a brief slide show on the courtyard improvements
including pictures of the installed outdoor fitness equipment.

8A. Senior Citizen Commission Annual Work Plan Review and Goal Setting
1. Ad-Hoc Committees reported updates on the FY2020-21 Senior Citizen Work Plan.
2. Commission discussed the Draft Senior of the Year Award/Lifetime Achievementd Nomination
Form, and action was taken with unanimous vote to approve the new form with one vacancy and
Commissioner Angel absent.
