Call to Order
Due to the COVID-19 pandemic, Commissioners were in attendance via video conference.
Commissioner Abraham called the meeting to order at 5:03 p.m.

COMMISSIONER LEES MOVED APPROVAL OF THE DECEMBER 7, 2020 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER REDLITZ, AND THE MOTION
CARRIED 6-0 (COMMISSIONER SIMS WAS ABSENT).

Action Items
8A. Review 2020/21 Commission for the Arts Work Plan. Contact Person: Arts Program
Administrator Gilliam
Staff liaison Gilliam provided updates on various public art projects throughout the City. He
informed the Commissioners that Caltrans prominently featured the Santa Fe Undercrossing
mosaic project in their 2020 completed project report. The mosaics and the walls will undergo a
cleanup prior to the installation of the wall signs. Staff liaison Gilliam also reported the Santa Fe
Undercrossing project continues to receive a positive response from residents via social media.
Cultural Arts Division staff is working on the public art app which will feature photos and
information on the Encinitas Public Art Collection. Staff liaison Gilliam reported that the El Portal
Undercrossing project has started. Staff has yet to define the scope of the public art component
of the project . Staff liaison Gilliam shared that the January exhibits were cancelled due to the
COVID-19 shutdown as City buildings are still closed to the public.

Informational Items
9A. Encinitas Friends of the Arts Report. Contact Person: Commissioner Sims.
Staff Liaison Gilliam gave the report as Commissioner Sims was absent. EFA held a member
reception in December via Zoom. EFA is working on a project to recognize first responders and
healthcare workers by making banners to be placed around town.
9B. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam shared that several Community Grant Program recipient groups created
videos over the holiday season and shared them online. Grant money helped to fund video
production.
10.
Commissioner Initiated Agenda Items
Commissioner Corrales-Schmitt requested that Pacific View be added as an agenda item to
next months meeting.
11.
Commissioners Reports
Commissioner Lees shared that Leucadia 101 is holding an online art auction.
