2020-12-02 REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION DECEMBER 2, 2020 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 1.CALL TO ORDER Due to the COVID-19 Pandemic, all Commissioners were in attendance via video conference. Chair Kulick called the meeting to order at 4:32 P.M. 2. ROLL CALL Present: Commissioners Burr, Colombo, Foo, Gonzalez, Kulick, Pacheco, and Sakai. Also Present: Recreation Supervisor Hernandez, Recreation Services Manager Karlen and Management Analyst Gilliam. Absent: Commissioners Blakely and Schneider 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS San Dieguito Alliance Public Health Educator, Kelly McCormick Public Health Educator McCormick addressed the Commissioners and commended them for their work and recommendation to City Council to ban the sale of flavored tobacco and e-cigarette products in Encinitas. Public Health Educator McCormick also provided an update on the Statewide ban of e-cigarettes and flavored tobacco products. Public Health Educator McCormick shared that San Dieguito Alliance works with Scripps Hospital and sponsors local clubs such as Young Leaders in Healthcare in local high schools. Young Leaders in Healthcare meet on the first Thursday of every month at 6:00pm and invited anyone interested in pursuing a career in the medical field to attend. 5. APPROVAL OF THE MINUTES NOVEMBER 4, 2020 YOUTH COMMISSION REGULAR MEETING MINUTES ACTION COMMISSIONER COLOMBO MOVED APPROVAL OF THE NOVEMBER 4, 2020 REGULAR YOUTH COMMISSION MEETING MINUTES, SECOND BY COMMISSIONER GONZALEZ, AND THE MOTION CARRIED 7-0 (COMMISSIONERS BLAKELY AND SCHNEIDER WERE ABSENT). 8. ACTION ITEMS 7A. FY 2020-2021 Youth Commission Work Plan Staff liaison Hernandez reviewed the 2020-2021 Youth Commission Work Plan and reviewed stated goals and members of the Ad Hoc Committees. - 1 - REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION DECEMBER 2, 2020 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 9.INFORMATIONAL ITEMS 8A. Department Updates  Manager Karlen Manager Karlen shared that the Cyclovia event in January will be a virtual event. The new recreation guide will be delivered virtually on December 3, 2020 and will offer limited programming due to COVID-19 for January and February. Manager Karlen shared that Olympus Park is on track for completion in January 2021. He also shared that the Community and Senior Center patio project, funded by a community grant from the Sahm Family Foundation, should be completed by December 23, 2020 and will be used by all members of the public. 10.
