Call to Order
Due to the COVID-19 Pandemic, Commissioners were in attendance via video conference.
Commissioner Lees called the meeting to order at 5:06 p.m.

ACTION
COMMISSIONER LEES MOVED APPROVAL OF THE NOVEMBER 2, 2020 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER REDLITZ, AND THE MOTION
CARRIED 7-0.

Action Items
8A. Review and Vote on the Proposed Recommendation for the Encinitas Blvd Undercrossing
Mosaic. Contact Person: Commission Chair Abraham
Chair Abraham described the evaluation process and gave a summary of how the Ad Hoc
Committee came to their decision in the selection process of the 14 proposals that were
submitted for the Encinitas Blvd Undercrossing.
ACTION
CHAIR ABRAHAM MOTIONED TO ACCEPT THE RECOMMENDATION OF THE AD HOC
MOSAIC INSTALLATION AT THE
ENCINITAS BLVD. UNDERCROSSING. MOTION WAS SECONDED BY COMMISSIONER
LEES AND THE MOTION CARRIED 7-0.

Monday, December7,2020, 5:00p.m.
Staff Liaison Gilliam provided the update on behalf of Commissioner Sims and shared that the
virtual member recognition event is scheduled for Thursday, December 8, 2020 at 4:00pm. The
Encinitas Friends of the Arts are beginning to plan for events and activities in 2021and are
currently fundraising to purchase the Orpheus sculpture located at the K Street Parkway and
donate it to the City. Donations may be made online and are tax deductible.
9B. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam shared that staff will address minor issues with the Santa Fe Undercrossing
mosaics and a final cleanup will take place. Signage for the mosaics has been receivedand is
ready for installation. The website for the Santa Fe Undercrossing has been completed. Staff
liaison Gilliam also reported that staff is working remotely due to the Stay at Home Order and
that staff has updated the Encinitas Arts Organization list.

Commissioner Corrales-Schmitt reported that Leucadia 101 Mainstreet has an electronic art
gallery on their website. Commissioner Lees reported that Cardiff 101 is doing a donut dash.
