1. Call to Order
Due to the COVID-19 Pandemic, Commissioners were in attendance via video conference.
Commissioner Abraham called the meeting to order at 5:17 p.m.

Present: Commissioners Abraham, Corrales-Schmitt, Lees, Redlitz, Seelert, Sims and
Valenzuela

Also Present: Arts Program Administrator Jim Gilliam and Management Analyst Julie Gilliam

ACTION
COMMISSIONER REDLITZ MOVED APPROVAL OF THE OCTOBER 5, 2020 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER ABRAHAM, AND THE MOTION
CARRIED 5-0 (COMMISSIONERS LEES AND SIMS ABSTAINED).
8. Action Items
8A. Review 2020/21 Commission for the Arts Work Plan
Staff liaison Gilliam shared that the draft Arts Master Plan Update is in review. He will set up a
meeting with the Ad Hoc Committee when staff has completed the review process.
Staff liaison Gilliam shared that the wall signs for the Santa Fe Undercrossing mosaics are on
order. Once the signs have been installed, the project will be completed.
Staff liaison Gilliam reported the Public Art Ad Hoc Committee have reviewed and ranked the 14
designs received by the City for the Encinitas Blvd Undercrossing Mosaic. The commissioners
on the Ad Hoc Committee requested to see the 18"x18" mosaic sample prior to interviews with
the artists. An e-blast survey will be sent to Encinitas residents so they may select their favorite
design from the 3 selected by the Ad Hoc Committee. The results of the public survey and the 3
top choices from the Ad Hoc Committee will be included in the agenda report for the December
meeting of the Commission for the Arts.

taff liaison Gilliam reported that Art Night Encinitas is tentatively scheduled to resume in 2021.
The events may be pre-recorded if in-person events are not allowed due to COVID-19. He
shared that the Friends of the Encinitas Library have expressed interest in funding the
videotaping for the online event. The Commissioners discussed the possibility of holding online
events even when in-person events are allowed in order to have a broader reach.
Staff liaison Gilliam shared the Visual Art Ad Hoc Committee is ranking more than 100
applications for the 2021 art exhibits.

9A. Encinitas Friends of the Arts Report. Contact Person: Commissioner Sims.
Commissioner Sims shared the online Encinitas Dia de Ios Muertos was held on November 1, 2020
via YouTube.
9B. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam shared that the Pacific View survey was distributed to the residents of
Encinitas in October. City staff is working on compiling the data. Staff liaison Gilliam also
shared that City Hall is going through renovations and the Parks, Recreation and Cultural Arts
Department's portion of the renovation will begin in mid-November through mid-December.
