2018-12-03 REGULAR MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, December 3, 2018, 5:00 p.m. 1. Call to Order Chair Stefanko called the meeting to order at 5:01 p.m. 2. Approve the November 5, 2018 Regular Meeting Minutes ACTION COMMISSIONER SCHMITT MOVED APPROVAL OF THE NOVEMBER 5, 2018 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER LEES, AND THE MOTION CARRIED 4-0. (COMMISSIONERS SABECK AND LEES WERE ABSENT.) 8. Action Items 8A. Commission for the Arts Work Plan Staff liaison Gilliam led the work plan discussion. Related to visual art, Gilliam announced over 200 applications were received by the City for 2019 exhibitions in the civic art galleries. Gilliam indicated this was the largest response ever including a substantial increase in three-dimensional submissions. The Visual Art Ad Hoc Committee evaluated the applications online. Gilliam indicated the increase in applications was likely relate Night, beginning February 23, 2019. The all-ages art receptions will be held bi-monthly, 6-9 p.m., at the civic art galleries: City Hall, Community and Senior Center, Encinitas Library. Gilliam indicated the visual art receptions can feature music, lectures, discussions, and demonstrations. Gilliam said he reached out to the Lux Art Institute and the County Library to discuss participation and will reach out to galleries and other cultural institutions to gage their interest in participating. 9. Contact Person: Arts Program Administrator Gilliam. Gilliam recapped the four public art donations received in 2018. They include: The Pacific Playground mosaic at the Marine Safety Center Moonlight Beach Tribute Bench at the Marine Safety Center Orpheus sculpture at K Street Parkway Humanity sculpture at J Street Overlook (unveiling ceremony in January) Gilliam gave an update on Encinitas Up Close a City-funded public art project to create mosaic panels for permanent installation at the I-5 undercrossing at Santa Fe Drive. 47 of 53 slots have been filled. An additional 20 submittals were receiveith content related to Olivenhain, cycling, horses. The Ad Hoc Committee, including Commissioners Abraham, Sabeck, Stefanko, and art instructor Jeremy Wright, will reconvene to review the additional submissions. The selections will be brought to the Commission for review in January and then to City Council for consideration of approval. The tentative City C February 13, 2019. 9C. Encinitas Friends of the Arts Report. Gilliam noted the Encinitas Friends of the Arts will host a Member Appreciation Reception at the Encinitas Library on December 6. They will host a Passport to International Dance event in the spring. 9D. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam.
