1.CALL TO ORDER
Vice-Chair Kulick called the meeting to order at 4:32 P.M.
2. ROLL CALL
Present: Commissioners Gilligan, Robinson, Schneider, Kulick, Sakai, Diaz (4:35p.m.)
and one vacancy.
Also Present: Recreation Supervisor Hernandez, Recreation Services Manager Karlen,
and Management Analyst Gilliam
Absent: Commissioners Colombo and Foo

Approval of the December 4, 2019 regular meeting minutes
ACTION
COMMISSIONER GILLIGAN MOVED APPROVAL OF THE DECEMBER 4, 2019
REGULAR YOUTH COMMISSION MINUTES, SECOND BY COMMISSIONER
VALENTINA, AND THE MOTION CARRIED 5-0 (COMMISSIONERS COLOMBO, FOO
AND DIAZ WERE ABSENT, AND THERE IS ONE VACANCY).
8. ACTION ITEMS
8A. Review 2019/20 Youth Commission Work Plan.
Supervisor Hernandez presented the 2019/20 Youth Commission Work
updates regarding several focus areas.
Area 1 Supervisor Hernandez has reached out to Marine Safety and there is a possible
opportunity to hold the February or March meeting at the Marine Safety Center at
Moonlight Beach and tour the facility.
Area 2 The next North County Intergenerational Council meeting will be held on March
2 nd at 1:00pm. Supervisor Hernandez stated he will email a link of events to th
Commissioners
Area 3 Supervisor Hernandez informed the Commission that EDCO has changed the
color of the lid on the recycle receptacle. The Youth Commission

provide feedback to EDCO regarding their thoughts regarding thisSupervisor
Hernandez encouraged the Commissioners to promote Zero Waste.

Area 5 Supervisor Hernandez reminded the Commissioners that Arbor Day t
place in April
Area 6 Commissioner Diaz spoke regarding the idea for an Intergeneratio
Bee for participants ages 9 to 99. Supervisor Hernandez provided mor
regarding the event planning process. The Commissioners voted to hold the
Intergenerational Spelling Bee at the Encinitas Community Center and
the idea was supported unanimously.
Area 7 Supervisor Hernandez provided an update regarding a possible par
with Rancho Coastal Humane Society and potential volunteer oppor

Sweethearts Ball, Egg Hunt, Movie in the Park and Arbor Day and reminded the
Commissioners that there will be volunteer opportunities at thes.
Area 10 Supervisor Hernandez informed the Commission that the San Diego County
Board of Supervisors will be reading their ban on the vaping ord
January 14. Manager Karlen stated that staff will bring a synopsis to the Co
next meeting so Commissioners can make their recommendation to City Council.

Manager Karlen reported that the Spring Guide with Summer Camps is going to print and
informed the Commissioners of the Cyclovia event happening on January 12, 2020.
