CITY OF ENCINITAS YOUTH COMMISSION
OCTOBER 7, 2020 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA
1.CALL TO ORDER
Due to the COVID-19 Pandemic, all Commissioners were in attendance via video
conference.
Staff Liaison Hernandez called the meeting to order at 4:31 P.M.
2. ROLL CALL
Present: Commissioners Blakely (4:35pm), Burr, Colombo, Foo, Gonzalez, Kulick,
Pacheco, Sakai and Schneider.
Also Present: Recreation Supervisor Hernandez, Acting Parks and Recreation Director
Karlen and Management Analyst Gilliam.
Absent: None

REGULAR YOUTH COMMISSION MEETING MINUTES, SECOND BY
COMMISSIONER SAKAI, AND THE MOTION CARRIED 9-0.
8. ACTION ITEMS
7A. FY 2020-2021 Youth Commission Proposed Work Plan
Staff liaison Hernandez presented the 2020-2021 Youth Commission Work Plan Draft and
the Commissioners made some revisions regarding the stated goals
of the Ad Hoc Committees.
Commissioner Colombo moved approval of the FY 2020-2021 Youth Commission
Proposed Work Plan, second by Commissioner Foo, and the motion c-0.
9. INFORMATIONAL ITEMS
8A. Department Updates Acting Director Karlen
Director Karlen shared that he has enjoyed his time serving the public as the Ac
Parks and Recreation Director since May 2020. He also shared that the new City
Manager, Pam Antil, will start on Monday, October 12 th, Jennifer Campbell will resume
her role as the Parks and Recreation Director, and he will resum
Recreation Services Manager. He also provided an update on the status of the

construction of Olympus Park. The park is slated to open in Dece
Playgrounds were reopened last week after being closed due to CO-19. There are
protocols to be followed for those who use the playgrounds. There are plans to reopen
the Community and Senior Center for both youth and adult program
