CITY OF ENCINITAS COMMISSION FOR THE ARTS

Call to Order
Due to the COVID-19 Pandemic, Commissioners were in attendance via video conference.
Commissioner Abraham called the meeting to order at 5:22 p.m.

ACTION
COMMISSIONER REDLITZ MOVED APPROVAL OF THE SEPTEMBER 14, 2020 SPECIAL
MEETING MINUTES. SECOND BY COMMISSIONER ABRAHAM, AND THE MOTION
CARRIED 5-0 (COMMISSIONERS LEES AND SIMS WERE ABSENT).

Action Items
8A. Review and Approve the 2020/21 Commission for the Arts Work Plan
Staff liaison Gilliam reviewed the 2020/21 Work Plan and shared that all the individual wall signs
for the Santa Fe Undercrossing mosaics have been submitted to Caltrans for review and
approval of the text.
Staff liaison Gilliam reported that the Encinitas Blvd undercrossing RFP deadline was October 5
at noon and allowed for artists to submit two design proposals. A total of thirteen designs were
received for consideration. Staff is in the process of reviewing the PDFs of the proposals and
will provide them to the Ad Hoc Committee. After discussion, it was decided that the Ad Hoc
Committee will have one week to review and rank the designs.
Staff liaison Gilliam reported all public art exhibits have stopped for the remainder of 2020 but
due to the library re-opening, there is a Day of the Dead exhibit in the lobbys three-dimensional
cases.
Staff liaison Gilliam reported that Encinitas Friends of the Arts will be hosting a virtual Day of the
Dead festival on Sunday, November 1, 2020. On October 10, ballet Folklorico and mariachi
performances will be videotaped at the Community and Senior Center.

Staff liaison Gilliam shared that on October 28 th, staff plans to bring to City Council the
approval of the contract for the LED lighting system for the Community Center art gallery.
